Qualcomm stated that a Federal Trade Commission (FTC) case arguing it suppressed competition in smartphone chips and charged excessive licensing fees could risk U.S. national security. The company is joined by officials from the Defense and Energy Departments who, said sources, have urged FTC commissioners to settle the lawsuit. Those opposing the case contend that Qualcomm’s financial losses from its passage will limit its ability to compete with China’s Huawei Technologies in developing 5G networks and equipment. Senator Elizabeth Warren (D-Massachusetts) is proposing “a regulatory plan aimed at breaking up some of America’s largest tech companies, including Amazon, Google and Facebook,” according to The New York Times. “The proposal … calls for the appointment of regulators who would ‘unwind tech mergers that illegally undermine competition,’ as well as legislation that would prohibit platforms from both offering a marketplace for commerce and participating in that marketplace.” The plan would also call for the rollback of tech acquisitions, “including Facebook’s deals for WhatsApp and Instagram, Amazon’s addition of Whole Foods, and Google’s purchase of Waze.” Read more

Google has unveiled GPipe, an open-sourced library that makes training deep neural networks more efficient under the TensorFlow framework Lingvo for sequence modeling. According to Google AI software engineer Yanping Huang, “in GPipe … we demonstrate the use of pipeline parallelism to scale up DNN training,” noting that larger DNN models “lead to better task performance.” Huang and his colleagues published a paper on “Efficient Training of Giant Neural Networks Using Pipeline Parallelism.” Read more

The USB Implementers Forum (USB-IF) has introduced USB 4, which doubles the maximum speed to 40Gbps or more over certified cables. That throughput could power two 4K displays, one 5K display or an external graphics card. It does this via a new transfer scheme that uses existing USB Type-C cables to tap two lanes and supports numerous data and display protocols that more efficiently parcel total available bandwidth over the bus. Microsoft is developing a more spartan version of Windows for dual-screen devices, according to sources. The new hardware, which could debut later this year and is internally codenamed “Windows Lite,” targets PC makers looking to create dual-screen laptops, foldable displays or other similar hardware. Microsoft has been creating a new C-Shell (Composable Shell) and Windows Core OS, a “more modular” version of the current Windows Shell powering Windows 10, HoloLens 2 and the upcoming Surface Hub 2X.
