The newly released Federal Automated Vehicles Policy reveals that the Obama administration is largely taking a hands-off approach to the technologies used to create autonomous vehicles, instead zeroing in on safety. In fact, the majority of the 116-page policy addresses safety issues, with the goal of preventing accidents such as the recent fatal crash of a Tesla vehicle on autopilot. The Self-Driving Coalition for Safer Streets — including Alphabet, Ford Motor Company, Uber, Lyft and Volvo — gave the policy a thumbs-up. Following its $4.8 billion acquisition of Yahoo, Verizon announced it is purchasing Dublin-based telematics company Fleetmatics for $2.4 billion in cash. Fleetmatics will become part of the subsidiary Verizon Telematics, which primarily handles fleet management, mobile enterprise solutions and Internet of Things initiatives. Verizon’s AOL and Yahoo purchases will help build its media and advertising businesses, while the Fleetmatics acquisition points to the company’s enterprise mobility ambitions. After two years of spending big to succeed in China, Uber has thrown in the towel and made a deal with rival Didi Chuxing. As a result, for a 20 percent stake, Uber China will become part of the larger Chinese company, which is valued at $35 billion. Prior to the deal, Didi was valued at $28 billion. Uber purportedly spent more than $2 billion in China. Meanwhile, Uber is using some of the $13.5 billion raised recently from investors to double-down on its global mapping project, with a $500 million investment. Facebook Messenger currently has more than 900 million regular monthly users, more than quadruple the 200 million it touted in early 2014. To grow in international markets, Facebook is testing a new feature inside Messenger that will encrypt some messages, creating “secret conversations” between the users of the two mobile devices. Users must opt-in to a secret conversation. Although this isn’t the full encryption found in WhatsApp, the new feature offers more security than before, which Facebook hopes will appeal to global users. President Obama’s Commission on Enhancing National Cybersecurity met with tech industry executives at UC Berkeley to gather suggestions on how to improve cybersecurity. Executives from Google, Facebook, Dropbox and others had their own agenda: to move the issues of consumer data privacy, transparency and sharing of cyber threats towards more openness. Former NSA director General Keith Alexander and Uber chief security officer Joe Sullivan are among the members of the commission. Amazon’s Echo, Dot and Tap smart speakers have started to attract the attention of developers interested in adding so-called skills to Alexa, the speakers’ voice-computing platform. Amazon reports that Alexa now has 1,000 skills, an explosion since Alexa’s skills numbered 130 apps in January. Echo debuted last June, when Amazon offered it by invite; now Amazon has brought Alexa to its Fire TV platform and third party hardware manufacturers have also brought Alexa to other connected devices. The 2016 Internet Trends report, presented by Mary Meeker, general partner at Kleiner Perkins Caulfield & Byers, states that growth of Internet users worldwide is flat and smartphone growth is slowing. At Recode’s media and tech Code Conference in Rancho Palos Verdes, California, Meeker revealed that the global number of Internet users is about 3 billion, 42 percent of the world’s population. The slowdown, she says is part of a global gross domestic product growth below the 20-year average in six of the last eight years. Later this month in Denver and Phoenix, Walmart will launch a pilot project, in partnership with Uber and Lyft, to deliver groceries to homes. Other companies that have competed in this area include Instacart, DoorDash, the U.S. Postal Service, Uber and Amazon, all of which vie to establish accounts with retailers and restaurants. Walmart is also testing a delivery service with its warehouse company Sam’s Club in Miami, using startup Deliv, which also handles same-day deliveries for Kohl’s, Macy’s and others. With smart speaker Echo and its voice assistant Alexa, Amazon turned its attention to voice-controlled devices, forging partnerships with startups and other companies. With Echo, users can control thermostats from Ecobee, talk to Invoxia SAS’s portable speaker and, soon, open the garage or start the engine of a Ford automobile. As more developers integrate Echo into their products, Amazon is better able to compete against Apple’s Siri, Microsoft’s Cortana, and similar technology that Google is presently working on. Siri co-founders Dag Kittlaus and Adam Cheyer are getting ready to debut Viv, a new platform and virtual assistant that represents the latest frontier in artificial intelligence. In development for four years, Viv was recently tested by a group of engineers who were able to place an order for several pizzas — without a Google search, phone call or app — and the pizzas were delivered as requested. That success has been repeated with about 50 partners, and will be publicly demonstrated at a major industry event today. Riding-sharing app Uber has tussled with its drivers over how to define their status: independent contractors or full-time employees. Uber prefers to identify its drivers as independent contractors, which lets it off the hook for paying minimum wage, overtime and its share of Social Security. Recent settlements in class-action lawsuits in California and Massachusetts, which must be approved by a judge, allow Uber to continue this classification. Bots are text or language-based user interfaces to a service rather than ones that are graphical, and they’re getting a boost from several big technology companies, especially those that missed out on smartphones and their apps. Microsoft has described a vision of bots that can do everything from book a hotel room to order pizza, and has debuted tools to make it easier for a developer or small business owner to build one. Amazon spent years to bring Echo from an idea to an intelligent, voice-controlled product that could play music, order groceries and read the news out loud. Amazon chief executive Jeff Bezos demanded perfection, bringing latency levels to below 1.5 seconds, and the result is that Echo and its virtual assistant Alexa are a hit. In less than two weeks, Echo hit a million pre-orders, which took the iPhone 70 days to achieve. Amazon is now letting third-party hardware manufacturers integrate Alexa into their products. Santa Clara-based startup SoundHound has developed a voice-powered digital assistant that could take on early players in the field, including Siri, Google Now and Cortana. Like the others, the Hound app (for iOS and Android) allows users to interact via voice so that it can perform requested tasks. However, Hound claims to be faster and smarter than its competitors. Electric cars, autonomous cars and ride-sharing are all disruptors in the automotive industry, but General Motors, for one, is focusing on taking advantage of opportunities in changing times. The company just launched Maven, a program that aggregates its various car-sharing efforts, with a team of 40 GM staff and others from Google, Zipcar and Sidecar, with the goal of developing additional car-sharing services.
