Legislators Urge FTC to Scrutinize Mobile Ad Data Collection

Members of the U.S. Senate and House of Representatives sent a letter to the Federal Trade Commission urging it to investigate how the mobile advertising industry tracks consumers without their knowledge via digital display ads. The covert practice, known as “bidstream” data, enables the collection of sensitive information about consumers that is then packaged and sold by data brokers. Meanwhile, Google released “Ads Transparency Spotlight,” a Chrome extension to inform consumers about how advertisers are targeting them. Big Tech Companies Are Thriving Despite the Current Climate

In the face of the COVID-19 pandemic, the wares and services of Big Tech companies such as Amazon, Apple and Facebook have become more indispensable than ever. As such, they are thriving. Amazon, for example, reported $88.9 billion in sales, with profits doubling to a record $5.2 billion in the quarter ending June, even though it spent $4 billion on its supply chain and worker safety in that time frame. Big Tech Executives Are Grilled During Congressional Hearing

At a congressional hearing this week, the chief executives of Amazon, Apple, Facebook and Google endured frustration and hostile criticism from bipartisan lawmakers. House Antitrust Subcommittee chair David Cicilline (D-Rhode Island) started by saying that, “Our founders would not bow before a king. Nor should we bow before the emperors of the online economy,” referring to Amazon’s Jeff Bezos, Apple’s Tim Cook, Facebook’s Mark Zuckerberg and Google’s Sundar Pichai. National Research Cloud Gains Big Tech, Legislator Support

The National Research Cloud, which has bipartisan support in Congress, gained approval of several universities, including Stanford, Carnegie Mellon and Ohio State, and participation of Big Tech companies Amazon, Google and IBM. The project would give academics access to a tech companies’ cloud data centers and public data sets, encouraging growth in AI research. Although the Trump administration has cut funding to other kinds of research, it has proposed doubling its spending on AI by 2022. China Trades with U.S. Ally Japan as 5G War Gathers Speed

The U.S. banned use of Huawei Technologies’ 5G gear to slow down China’s dominance in the arena, and yesterday the FCC designated Huawei and ZTE as national security threats. Meanwhile, U.S. ally Japan is trying to avoid conflict with both countries, while purchasing 500,000+ Huawei 5G base stations at a cost of $150 billion to install throughout the country by the end of 2020. Japanese companies such as Murata Manufacturing also purvey 5G components to global tech companies, including those in China. Comcast Inks Deal to Adopt Mozilla’s Firefox DNS Encryption

In a new partnership, Comcast will be the first Internet Service Provider (ISP) to offer users of Mozilla’s Firefox browser with private and secure encrypted Domain Name System (DNS) services via Mozilla’s Trusted Recursive Resolver (TRR) Program. Comcast’s DNS over HTTPS (DoH) will be activated by default for Firefox over Comcast’s Xfinity broadband network. Users will be able to switch to Cloudflare or NextDNS, which were already included in Mozilla’s program. No date of availability was released. Legislators Introduce Bill to Halt the Use of Facial Recognition

After recent reports revealing government use of facial recognition that fails to correctly identify people of color at a much higher rate than white people, Democratic lawmakers have proposed the Facial Recognition and Biometric Technology Moratorium Act to ban government use of the technology. Amazon, IBM and Microsoft have already temporarily stopped selling their facial recognition software to law enforcement agencies, and the bicameral bill would make this state of affairs permanent. PACT Act Intends to Update Section 230, Protect Consumers

Senators Brian Schatz (D-Hawaii) and John Thune (R-South Dakota) introduced the Platform Accountability and Consumer Transparency (PACT) Act, which would hold Internet platforms such as Facebook and Google responsible for hosting illegal content and require them to reveal their moderation practices. The Act would change parts of Section 230 of the Communications Decency Act of 1996 that shield such platforms from liability for the content their users post, and is intended to require platforms to quickly remove offending content. DOJ Favors Withdrawing Section 230’s Immunity for Big Tech

The Justice Department recommended, in a 25-page report, that lawmakers repeal portions of Section 230 of the Communications Decency Act of 1996, which has given website operators broad immunity for what people post on their services. The proposed repeal would take away that immunity, forcing social media platforms and similar sites to be responsible for the videos, words, images posted by their users, while assuring that their moderation is consistent. Big Tech Companies Pull Back on Facial Recognition Products

After years of dissent from the American Civil Liberties Union (ACLU), Fight for the Future and groups of academics, Big Tech companies are finally taking another look at their facial recognition products. Microsoft president Brad Smith stated his company won’t sell facial recognition to the police until federal regulation is instituted. Amazon placed a one-year moratorium on police use of its Rekognition software, and IBM backed away entirely from facial recognition products, citing the potential for abuse. Facial Recognition Paused While Congress Considers Reform

In the wake of protests over police brutality, senators Cory Booker (D-New Jersey) and Kamala Harris (D-California) and representatives Karen Bass (D-California) and Jerrold Nadler (D-New York) introduced a police reform bill in the House of Representatives that includes limits on the use of facial recognition software. But not everyone is pleased. ACLU senior legislative counsel Neema Guliani, for example, pointed to the fact that facial recognition algorithms are typically not as accurate on darker skin shades. Facing Increased Scrutiny, Big Tech Seeks Political Support

While federal regulators are scrutinizing Amazon, Facebook and Google, the Big Tech companies are fighting to protect themselves by helping to fund a wide range of political groups that act as allies. One such group is the Connected Commerce Council (3C), a Washington-based nonprofit that describes itself as an advocate of small businesses — but also counts Amazon, Facebook and Google as “partners.” Meanwhile, the European Commission is reportedly going to levy formal antitrust charges against Amazon in the next two weeks. TikTok Becomes a Revenue Giant as App Spawns Subgenres

According to reports, young people are now equally splitting their time between popular video-sharing platforms YouTube and TikTok. Since starting to watch TikTok, consumers ages 4-15 have increased their social app use by 100 percent in 2019 and 200 percent this year. Parent company ByteDance is making so much money on TikTok’s advertising and in-app purchases that it may be valued between $150 billion and $180 billion in an IPO. Semiconductor Trade Group Seeks Major Federal Investment

The Semiconductor Industry Association is lobbying for federal funding to the tune of $37 billion to subsidize a new chip factory among other efforts. The trade group’s lobbying effort is aimed at keeping the U.S. ahead of China and other countries that already benefit from government subsidies. Among the SIA’s other proposals are aid for states looking to draw in investments in the semiconductor industry and more funding in research. House Bill Aims to Speed Expansion of Gigabit Internet in U.S.

House Majority Whip James Clyburn (D-South Carolina) and former House Energy and Commerce Committee chair Fred Upton (R-Michigan) introduced a bill to speed up distribution of the $16 billion the FCC earmarked to expand broadband infrastructure to rural areas. The FCC currently plans to disburse the money in an October auction, but rural areas today cannot access remote schooling or healthcare resources.
