The competition for global computer chip dominance depends largely on who can create the smallest components with the most advanced capabilities. So far, Taiwan-based TSMC leads, and the nation accounts for more than 90 percent of global production of advanced chips. By comparison, the U.S. claims about a 12 percent share, prompting the government to cite reliance on foreign-made processors as a cause of inflation and a national security threat. California-based Intel is heeding the challenge, spending billions on initiatives for AI computing, a high-end microprocessor plant expansion in Arizona and new plant in Ohio. European Chips Act Aims to Boost Production, EU Tech Role

The European Commission is ramping up to boost microchip production, unveiling the European Chips Act, which proposes to unleash roughly $49 billion in public and private funds for chipmaking. The plan, announced this week, is part of the EU’s effort to regain a degree of commercial independence, and underscores the importance of computer chips to national security, something the Biden administration has also emphasized. The EC proposal reserves for the Commission the right to prioritize specific products under certain circumstances, something the chip foundries of various nations have also been doing. Intel to Spend $20B on New Chipmaking Factories in Arizona

Intel’s new chief executive Patrick Gelsinger committed $20 billion to build two new semiconductor manufacturing plants in Arizona. Over the years, Intel has failed to keep up with the miniaturization of transistors, giving Taiwan Semiconductor Manufacturing Company (TSMC) and Samsung Electronics the lead. These two companies now make chips for Advanced Micro Devices (AMD), Amazon, Apple, and Nvidia but Gelsinger — who hopes for federal incentives — vowed to regain enough ground with the new factories to rival them. Graphcore Builds Intelligence Processing Units For Better AI

British startup Graphcore has developed an AI chip for computers that attempts to mimic the neurons and synapses of the human brain, so that it can “ponder” questions rather than analyze data. Up until now, said Graphcore co-founder and chief executive Nigel Toon, GPUs and CPUs have excelled at precision, using vast amounts of energy to achieve small steps. Toon and Graphcore co-founder and CTO Simon Knowles dub their less precise chips as “intelligence processing units” (IPUs), that excel at aggregating approximate data points. Samsung Invests in Logic Chips to Rival Intel and Qualcomm

Samsung Electronics, which currently dominates the market for memory chips used in smartphones and servers (among other devices), is now set on developing what they call “logic chips,” or advanced chip processors. The company stated its plans to invest 133 trillion won ($116 billion) over the next 10 years, putting it on a path to compete with Intel and Qualcomm. In doing so, Samsung is expected to create 15,000 jobs in production and research. The company already designed its own microprocessors for its Galaxy phones. Facebook Said to Be in Early Stages of Developing Own Chips

As part of the company’s recent push to develop new hardware, Facebook is reportedly working toward designing its own custom chips to be used in its consumer devices, data centers and AI software. The social media giant is currently developing devices such as smart speakers and VR headsets, and building its own chips could provide more control over design and development of these projects. Broadcom Raises Stakes in Takeover Bid for Rival Qualcomm

In what it calls its “best and final” offer, Broadcom raised its takeover bid yesterday for chipmaker Qualcomm from about $70 a share to $82 a share, or about $121 billion. The new offer comes a month before Qualcomm’s next shareholder meeting. A takeover would result in a company whose products would be used in most smartphones worldwide. Flaws in Intel Chips Could Present Security Risk for Computers

Intel confirmed a report indicating that its microprocessor chips contain two major security flaws, which makes the vast majority of world computers vulnerable to hacking. Intel is working with Advanced Micro Devices (AMD), ARM Holdings and other chipmakers and operating system providers to develop a comprehensive, industry-wide approach to combating the potential problems. The two major security flaws, dubbed Meltdown and Spectre, could let hackers access the entire memory contents of computers. IBM Divides Data Among Servers, Speeds Up Deep Learning

IBM says it has made a significant improvement in its deep learning techniques, by figuring out a way to divide the data among 64 servers running up to 256 processors. Up until now, companies have run deep learning on a single server, because of the difficulty of synchronizing data among servers and processors. With IBM’s new capability, deep learning tasks will benefit from big improvements in speed, enabling advances in many different tasks. Intel Is Topped by Samsung After 25-Year Lead in Chip Sales

Samsung Electronics’ semiconductor unit posted Q2 sales of $15.7 billion and operating profit of $7.1 billion, surpassing Intel’s Q2 earnings of $14.8 billion and operating profit of $3.8 billion. This marks the first time in nearly 25 years that Intel has lost its No. 1 position in the chip-making market. Up until this quarter, Santa Clara, CA-based Intel has enjoyed a comfortable lead over Samsung’s chip unit, which got its start with a focus on mobile devices. The Machine: HPE Prototype Intros New Computing Paradigm

At Discover 2016 in London this week, Hewlett Packard Enterprise revealed its early version of a working prototype for The Machine, which began as a research project in 2014. The prototype, in a Fort Collins, Colorado lab, tests the design that will soon be available to programmers to create software to exploit its capabilities. The Machine relies on memory technology to increase calculating speed, and will require a new kind of memory chip unlikely to be widely available before 2018 at the earliest. Intel Showcases Three Key Areas of Focus for Future PC Tech

While Intel did not match its usual pace of introducing new microprocessors this year, the company did report significant signs of growth for PCs. At a Southern California event on Tuesday, Kirk Skaugen of the company’s PC chip business discussed three key strategies, including the elimination of external wires, ways to make passwords obsolete, and enabling new types of user interface.
