The European film and TV industries are expressing concern over two forces they believe threaten their well-being: Netflix and the Digital Single Market, a proposal by the European Commission to create a single European market, ending movie and TV territorial copyright barriers. International TV and film business groups coalesced against the latter proposal, arguing that the Digital Single Market would only benefit a handful of big global Internet platforms. Google, which enjoyed enormous popularity and usage numbers in the European Union, now suffers blowback from information revealed in the NSA documents leaked by Edward Snowden. Not long ago, free-speech advocates in many countries applauded Google for shutting down its China site rather than face censorship, and Google has also been seen on the right side of history during the Arab Spring and in Syria. The European Union drafted a new data-privacy policy that it hopes will be adopted around the world. The policy would require companies to include the “right to be forgotten” option so that people could ask for their links to be removed and to ask users for explicit consent to use their personal data. The European Parliament recently voted in favor of breaking up Google in European territories. While the nonbinding vote holds no legal power, the decision to vote in favor of such a break-up shows the resistance that Google has encountered from the European Union. California Assemblymember Bonnie Lowenthal (D-Long Beach) has introduced AB 1291, an update to California law that intends to broaden the definition of personal data and make information more accessible to consumers. The “Right to Know Act” would force businesses to inform customers what data is being used and where it is being shared on the Web.
