Instagram has offered lucrative deals to some of TikTok’s top video creators to switch to its new competing service Reels, which parent company Facebook plans to debut early next month. According to sources, potential payments for some creators could be “in the hundreds of thousands of dollars.” Similar to TikTok, Reels is a platform that allows users to share short-form video content. Some TikTok creators have amassed large followings, and have been paid by brands to promote products, wear branded clothing or use specific songs. Amazon, Google, Qualcomm Support Global Antitrust Institute

Last year, the Global Antitrust Institute, part of the Antonin Scalia Law School at George Mason University, organized and paid for a weeklong conference in California for antitrust regulators from 30 foreign countries, including Australia, Brazil, China and Japan. At the conference, these officials attended classes that were described as continuing education to learn more about the economic foundation of competition regulations. FTC and DOJ to Probe TikTok Violation of Child Privacy Rules

Chinese app TikTok has had a tumultuous few weeks. After being banned in India due to political tensions between that country and China, TikTok ceased its activities in Hong Kong in response to its concerns about the mainland’s imposition of a natural security law. In the U.S., the Trump administration is considering limiting the app’s access to its users. Now, sources say the U.S. Justice Department and Federal Trade Commission are probing allegations that TikTok has violated a 2019 agreement on children’s privacy. Netflix Targets International Markets as U.S. Growth Slows

For the first time, Netflix released subscription details and numbers for global regions, including Asia, Europe and Latin America. The company stated in October that it would begin to release this information. It comes after another first: Netflix’s loss of U.S. subscribers — 126,000, to be exact — in Q2 2019. With 60 million Netflix subscribers in the U.S., Netflix appears to have saturated the U.S. market, which is valued at $9 billion annually, making its focus on global markets more crucial. Facebook Advances Encryption Plans For Messaging Apps

Although U.S. Attorney General William Barr has advocated against encryption, Facebook is advancing its plans to add the technology to all its messaging platforms. Barr wants Facebook to allow at least some government access to those platforms, in the name of public safety. WhatsApp and Twitter Manipulated for Political Campaigns

Evidence of social media manipulation for political gain is increasing. In Brazil, in response to an investigation into the spread of misinformation during the last presidential campaign, WhatsApp revealed it banned 400,000+ accounts between August 15 and October 28, 2018, which had “breached its terms of service,” with mass mailings. In the U.K., during a debate between the prime minister and head of the opposition party, the former’s party rebranded its Twitter account with the aim of misleading the public. Netflix, Doppio Games Create Voice-Controlled ‘3%’ Prequel

Doppio Games and Netflix, teaming up with Rio Games, created multiplayer game “The 3% Challenge,” a prequel to Netflix’s original Brazilian series “3%,” through a partnership to create voice-controlled games and other entertainment. The free-to-play game launched on Amazon Alexa and will appear later this week on Google Assistant, in English and Portuguese. Alibaba Dominates E-Tail in China But Fails to Thrive Abroad

In its last fiscal year, which ended in March, Alibaba Group’s 654 million customers bought $835 billion worth of goods, with revenues of $56.2 billion, cementing the company’s credentials as the world’s largest e-tailer. Put another way, the company handled more business than Amazon and eBay combined. Notably, 66 percent of Alibaba’s revenue — $36.9 billion — came from China. But translating that success to other countries has proven elusive — a mere 5 percent of the company’s revenue came from international locations. Instagram Expands Tests of Hiding Likes to Reduce Anxiety

Facebook’s Instagram began testing a new approach with users in Canada two months ago and this week expanded its efforts to include users in Australia, Brazil, Ireland, Italy, Japan and New Zealand. The experiment removes emphasis on the “Like” feature to minimize the pressure to compete, while hopefully creating a more personal and enjoyable experience. Users are still able to see who liked other people’s posts or watched their videos, but there is no longer a running tally of the number of likes and views (however, users can still privately see the counts for their own posts). Report: Mobile Apps and Games Have Impressive Quarter

According to App Annie, consumers downloaded 11.2 billion mobile games for iOS and Android in Q2 2019. Games served as 35 percent of global downloads, but were responsible for almost 75 percent of consumer spending on iOS and Google Play. Overall, mobile apps had a record quarter: 30.3 billion apps were downloaded, while iOS and Google Play saw $22.6 billion in consumer spending. Arcade, action and casual games collectively represented the third-largest category for Google Play Q2 growth year-over-year. In addition, it built a 5G Los Angeles studio with plans to help pioneer new formats and production tech enabled by advanced 5G wireless connectivity. The worldwide facilities are being used by Verizon Media brands such as AOL, HuffPost, TechCrunch and Yahoo. Twitter and Facebook Uncover Deceptive Global Campaigns

In the wake of Russia using social media to spread misinformation, Bangladesh, Venezuela and Iran are following suit, the first two in order to assert government talking points and the latter to spread fake news on everything from the war in Syria to September 11 conspiracy theories. These social media disinformation campaigns come at a time that several countries, including India and the Ukraine, are preparing for national elections. Disinformation reportedly played a role in the recent contentious election in Brazil. Apple Shares Dip Despite Report of Record Revenue, Profit

Apple reported record revenue and profit for the fourth consecutive quarter, due to higher iPhone prices and App Store sales, but shares fell 6.5 percent to $207.76 in after-hours trading. Investors were unhappy about the company’s announcement that it plans to stop reporting unit sales for products. Apple’s numbers reflect a trend of tech share price drops, due to investor concern about the combination of high valuations, slowing revenue growth and rising costs.
