The Trump administration is considering strategies for edging out Huawei and China’s 5G dominance. It has already unsuccessfully urged Cisco Systems to purchase Ericsson or Nokia and reportedly discussed providing those two companies tax breaks and export-bank financing or helping to take one of them private. Also proposed is a plan to support “mix and match” network technology to smooth the path for U.S. startups to develop new 5G technology. Commerce Department Tech Ban Checks Huawei’s 5G Plans

When the U.S. Commerce Department banned chipmakers that use U.S. technology from supplying their products to Huawei, it crippled the Chinese company’s ability to build out 5G networks. Specifically, all semiconductor manufacturers use U.S. technology to build components integrated into 5G base stations. Research firm EJL Wireless Research did a teardown of a 2019 Huawei base station and determined the ban will impact “dozens of critical components.” Huawei said its 5G launches and operations will be disrupted by the ban. Qualcomm Snapdragon 690 Will Enable Mid-Tier 5G Phones

Qualcomm unveiled its next step towards widespread availability of 5G-enabled smartphones. The Snapdragon 690 is a more economical mobile platform with 5G connectivity, and support for cameras with up to 192-megapixel photos and 30-frame-per-second 4K HDR videos, the latter two based on AI chip enhancements for high bitrates. Snapdragon 690 incorporates the X51 modem, which offers global 5G band and global multi-SIM support, although it’s only capable of connecting to sub-6GHz 5G networks, excluding millimeter wave. Chinese Cities Invest in National Campaign for Advanced Tech

China’s Ministry of Industry and Information Technology will invest at least $1.4 trillion in the next five years in advanced technologies; more than a dozen Chinese municipalities this year pledged 6.61 trillion yuan ($935 billion) to achieve this goal, for projects on artificial intelligence, data centers and mobile communications. The country’s BeiDou navigation network will be complete this month when the final satellite goes into orbit. Premier Li Keqiang said the campaign is the Communist Party’s top priority. Huawei Holds the Most 5G Patents, But Still Needs U.S. Tech

In May, the U.S. Commerce Department banned the sale of any semiconductors made with U.S. software to China’s 5G behemoth Huawei Technologies. Now, that company’s stockpile of chips essential to its telecom business is dwindling, likely to run out by early 2021. According to sources, Huawei executives have yet to come up with a solution and, without one, the U.S. move is on track to disrupt China’s $500 billion 5G rollout. In the long-run, it could also sideline that country’s goal of dominating 5G globally

Semiconductor Trade Group Seeks Major Federal Investment

The Semiconductor Industry Association is lobbying for federal funding to the tune of $37 billion to subsidize a new chip factory among other efforts. The trade group’s lobbying effort is aimed at keeping the U.S. ahead of China and other countries that already benefit from government subsidies. Among the SIA’s other proposals are aid for states looking to draw in investments in the semiconductor industry and more funding in research. U.S. Joins Global Partnership on AI to Check China’s Power

The United States became the last of the Group of Seven countries to sign on to the G7 AI Pact, an initiative focused on responsible development of artificial intelligence. The Global Partnership on AI will, after study, create recommendations on AI technologies that “respect privacy and civil liberties.” At a G7 meeting of science and technology ministers, U.S. chief technology officer Michael Kratsios and President Trump’s science adviser Kelvin Droegemeier will describe the U.S.’s involvement in the program. China to Invest $1.4 Trillion in Domestic Technology by 2025

To gain global leadership, Chinese president Xi Jinping plans to invest $1.4 trillion dollars by 2025 in key technology areas, including 5G wireless networks, cameras and sensors, and AI for autonomous vehicles, automated factories and mass surveillance among other sectors. Chinese companies such as Alibaba, Huawei Technologies and SenseTime Group will likely benefit, as China reduces its reliance on U.S. companies. Huawei Phone Sales Slump Without Google Apps, Software

Banned from buying U.S. technology, Huawei Technologies is still struggling to replace Google apps, which it utilized for ten years. Although all demand for smartphones is down during the coronavirus pandemic, Huawei’s phones are seeing a 35 percent slowdown of shipments outside of China. According to Canalys, that’s more than double the drop faced by its rival Samsung Electronics and four times that of Apple. U.S. Drafting Rule to Allow Firms to Work on 5G with Huawei

According to sources, the U.S. Department of Commerce — which blacklisted China’s Huawei Technologies last year — is in the process of inking a new deal that will allow U.S. companies to work with it to set 5G standards. With last year’s blacklist, companies were at a loss to know what information and technology their employees could share with Huawei, and U.S. engineers stayed mum in international 5G standards-setting meetings. FCC Approves Use of 6GHz Wi-Fi for Consumer Electronics

The Federal Communications Commission approved in a 5-0 vote that 6GHz Wi-Fi can be used by consumer electronics and industrial sensors for manufacturing. The FCC stated that the innovations possible with the high-speed Wi-Fi will help the U.S. become the leader in 5G. Under chair Ajit Pai, the FCC has modified use of the spectrum to accommodate the demand for mobile signals — and Wi-Fi already carries most mobile traffic. FCC Backs Ligado Plan to Develop L-Band Spectrum for 5G

In opposition to the Pentagon, Federal Communications Commission chair Ajit Pai backed Ligado Networks’ plan to develop the L-band spectrum of airwaves for cellular service. In his draft order, Pai stipulated “certain conditions” that would protect against interference with Global Positioning System technology. Opponents say the company’s usage would interfere with military operations and weather forecasting bandwidth.
