FCC Announces Updated Benchmark for Broadband Speeds

The Federal Communications Commission has updated its definition of what constitutes high-speed broadband, increasing it fourfold to download speeds of 100 megabits per second and upload speeds of 20 megabits per second from the 2015 benchmarks of 25/3 Mbps. The change is based on speeds available from Internet service providers, consumer usage patterns and federal and state programs, the FCC says. In a report assessing whether advanced telecommunications capability is being deployed “in a reasonable and timely fashion” across the U.S., the FCC concludes it is not, and that gaps in deployment are not closing rapidly enough. Government Announces Dallas Testing Center for 5G Open RAN

The Biden administration has awarded another $42 million to advance development of the 5G Open RAN standard (O-RAN) that has become known as the “Huawei killer.” Administered by the National Telecommunications and Information Administration in the form of a grant, the funding will be used to establish a Dallas testing center and companion satellite facility in the Washington DC area for evaluation and R&D in O-RAN, a standard designed to facilitate interoperability of cellular hardware and software among different wireless providers. CES: FCC Commissioner Anna Gomez on Spectrum Strategy

FCC Preps Draft Proposal That Plans to Restore Net Neutrality

Championed by the Democratic members of the Federal Communications Commission, net neutrality rules are making a comeback now that the party again controls the FCC’s majority. Enacted when Barack Obama was president and repealed in 2017 during the Trump administration, the guidelines that once prohibited telecommunications and cable companies from blocking or throttling smaller content platforms, or those in which they had no ownership stake, could get a vote as early as next month. Senate Confirms Anna Gomez to FCC After Lengthy Deadlock

The Senate confirmed President Biden’s FCC nominee Anna Gomez yesterday in a 55-43 vote, bringing an end to a lengthy partisan split at the regulatory agency. Gomez, a communications policy adviser for the State Department, was nominated to fill the fifth commissioner’s seat in June following a year and half of Republican resistance to candidate Gigi Sohn. Gomez will become the third Democratic commissioner at the FCC, freeing the Biden administration to unlock its agenda regarding broadband and communications regulation. Chairwoman Jessica Rosenworcel has recently been pursuing improvement of broadband access and updating rules related to space. New Chip Licensing Model Introduced with ‘Intel On Demand’

Intel is shaking up the business model for computer chips, debuting Intel On Demand, a software-defined silicon (SDSi) service designed to get customers to pay to enable features built into future Xeon server processors. The move signals a major change in how computer chips are marketed and could increase flexibility in how organizations configure their infrastructure. While Intel hasn’t indicated whether SDSi will be mandatory for users buying next-gen Xeons, the concept has created some concern among IT professionals, many of whom view it as charging extra for features that are already hardwired into the silicon. U.S. Offers Incentives for Countries to Avoid China’s 5G Gear

The U.S. Commerce Department’s Commercial Law Development Program (CLDP) is leading a program to encourage nations to avoid gear from Chinese companies Huawei and ZTE in building their own 5G networks. The workshops on how to do so, combined with a handbook and some financial incentives, are aimed at legislators in Central and Eastern Europe as well as developing countries around the world. Nokia Redirects Its 5G Business with System-on-Chip Tech

Nokia Corp. stumbled in its 5G business when it invested in an expensive computer chip; customers instead gravitated to Ericsson’s and Huawei Technologies’ less expensive processors. In 2018, the company began a two-year restructuring program, bringing in Tommi Uitto as the new head of its wireless equipment unit. He doubled the R&D staff and added two more chip suppliers, in an attempt to make more affordable chips. U.S. Blocks Chinese Telecom Bid for International Services

Citing law enforcement and national security risks, the Federal Communications Commissions unanimously denied an application by China Mobile USA (the U.S. arm of Chinese telecom giant, China Mobile Ltd.), which aimed to provide international calls and other services via American networks. This could be another in a series of signs of escalating tensions between China and the U.S. The crux of the FCC’s concern is that the company is owned by the Chinese government and would be therefore vulnerable to that influence.

Justice Department Levies Multiple Charges Against Huawei

The Justice Department charged Huawei and its chief financial officer Meng Wanzhou with the theft of trade secrets, obstructing a criminal investigation and evading economic sanctions on Iran. The charges are part of an aggressive move by the U.S. to block the Chinese telecom firm suspected of undermining national interests. The charges are based on Huawei’s internal emails describing a plan to steal T-Mobile testing equipment. Internal memos also link Meng to bank fraud to evade sanctions against Iran. Sprint Plans 2019 5G Hotspot Launch with HTC, Qualcomm

Sprint, the fourth largest wireless carrier in the U.S., plans to deploy a 5G mobile smart hub in the first half of 2019 developed with HTC and Qualcomm Technologies. Sprint says the “device will deliver multimedia and connected data capabilities in a compact and portable design,” featuring Qualcomm’s Snapdragon X50 modem for 5G in addition to Gigabit LTE capabilities. The Kansas-based telecom will introduce its mobile 5G network in Atlanta, Chicago, Dallas, Houston, Kansas City, Los Angeles, New York City, Phoenix and Washington, D.C. AT&T to Roll Out Three Tiers of Streaming Service Next Year

AT&T announced it plans to introduce three tiers of a new streaming video service to launch in beta by the fourth quarter of 2019, although pricing and details have yet to be revealed. The WarnerMedia service, intended to take on Netflix and other streaming competitors, will offer movies and TV shows from Warner Bros., Turner and HBO. In the future, the unnamed service is expected to feature licensed content from additional media companies. The venture is part of AT&T’s larger plans to pursue areas outside of its core businesses following the company’s acquisition of Time Warner. Federal Government Takes Additional Steps to Block Huawei

The U.S. government is reportedly pushing for foreign allies to stop using hardware from China-based Huawei Technologies Co. According to people familiar with the initiative, the government is aiming to convince wireless and Internet service providers to avoid telecom equipment that comes from Huawei in an effort to increase security. Washington officials are particularly concerned about countries that host military bases. The U.S. and Australia already have bans in place to curb the risk of cyberattacks. Apple’s Tim Cook Asks Bloomberg to Retract China Spy Story

Apple chief executive Tim Cook is the latest and most prominent executive to call on Bloomberg to retract the claim that its technology supply-chain had been corrupted by Chinese surveillance microchips. According to two Bloomberg reports this month, Chinese spies infiltrated the technology supply chain with a surveillance microchip installed by Silicon Valley-based server company Supermicro. Those tiny chips ended up in the data center hardware of as many as 30 companies, including Amazon and Apple, added the report.
