The Parliament of Canada passed a law requiring technology companies to pay news outlets when linking to their articles, a move that has Meta Platforms threatening to pull news content from Facebook and Instagram in that country. Canada’s Online News Act, which applies to domestic outlets, is the latest move in a global battle between publishers and Big Tech, and follows a similar law in Australia. “A strong, independent and free press is fundamental to our democracy,” a member of Prime Minister Justin Trudeau’s administration tweeted when the law cleared the vote last week. A federal court has approved an agreement between Binance co-founder and CEO Changpeng Zhao and the Securities and Exchange Commission that will allow the embattled cryptocurrency firm to continue operating while fighting an SEC civil fraud lawsuit, the outcome of which may determine the future of the crypto business in the United States. Filed June 5, the Binance charge rocked an industry already reeling from market turmoil and SEC complaints against Coinbase and the founder of FTX. YouTube has adjusted the requirements for its Partner Program (YPP), making it easier for creators with smaller followings to earn money. The Google subsidiary has cut in half — to 500 — the minimum number of subscribers required for creators to monetize across paid chat, shopping, tipping, channel memberships and more. Other thresholds have also been lowered, with valid watch hours reduced to 3,000 (from 4,000) and Shorts views cut to 3 million (as opposed to 10 million). The European Parliament on Wednesday took a major step to legislate artificial intelligence, passing a draft of the AI Act, which puts restrictions on many of what are believed to be the technology’s riskiest uses. Netflix introduced a password sharing option for non-household members in the United States this week. Netflix subscribers can “buy an extra member” for an additional $7.99 per month for streaming users who live outside the home. Simultaneous with the rollout, Netflix said it will start blocking unauthorized users of borrowed passwords. “Your Netflix account is for you and the people you live with — your household,” Netflix emailed its U.S. customers, providing instructions on how to “check who is using your Netflix.” The company is also making paid sharing available in additional international territories. Leaders at the G7 Summit in Hiroshima, Japan, are calling for discussions that could lead to global standards and regulations for generative AI, with the aim of responsible use of the technology. The chief executives of the world’s largest economies — which in addition to the host nation include Canada, France, Germany, Italy, the UK, the U.S. (and additionally the EU) — expressed the goal of forming a G7 working group to establish by the end of the year a “Hiroshima AI process” for discussion about uniform policies for dealing with AI technologies including chatbots and image generators. Meta Platforms is extending immersive experiences to brands. Facebook and Instagram Reels and Facebook Stories will soon have augmented reality brand messaging, Meta announced last week at the IAB NewFronts. Advertisers like Sephora, Tiffany & Co. and others will be able to use AR filters to market on Meta’s social platforms to reach Gen Z users. Meta is rolling out additional improvements, including third-party measurement partners for campaigns on Reels ads. Meta had previously made AR ads available in the Facebook and Instagram feeds and in Instagram Stories with what the company says is great success. Twitter has reversed its decision to label public broadcasters as “government funded” or “state affiliated” — designations that under previous ownership were reserved for propaganda arms. The Friday move came after NPR and Canada’s CBC paused their Twitter accounts in protest. The BBC was also hit with a state-sponsored appellation. Outlets that challenged the state-sponsored appellation say only part of their funding comes from the government, and stress their terms include editorial independence. The reversal came one day after Twitter began removing the blue verification check marks from the accounts of thousands of non-paying users. Netflix followed its triumphant Q4 with mixed results for Q1, the first quarter under new co-CEOs Ted Sarandos and Greg Peters. The period ending March 31 produced profit of $1.31 billion, down 18 percent year over year. Revenue was up 3.6 percent to $8.16 billion from $7.87 billion in Q1 2022. Paid sharing was launched in four countries in Q1, but the company delayed the broader rollout that was to come with a global crackdown on password piggy-backers, which was originally scheduled for Q1. The wider initiative, which includes the U.S., is now set for Q2. In addition, Netflix announced it would shutter its DVD rent-by-mail program. Twitter appears to be angling for a slice of the newsletter market, with tweets of up to 10,000 words now available to Twitter Blue subscribers in the U.S. That’s more than double the 4,000-character limit paid accounts were extended in February. Those using the platform’s free tier are still allowed only 280-character tweets. The lengthy posts are intended to help users monetize through subscriptions, which can be priced at $2.99, $4.99 or $9.99 per month. The U.S. and a coalition of international government agencies have issued joint guidance that aims to get software companies to heighten security for their products. “Shifting the Balance of Cybersecurity Risk: Principles and Approaches for Security-by-Design and -Default” takes the position that today’s software is insecure by default and it is the customer’s burden to take steps to make it safe. Manufacturers should make their products safe before they ship by taking steps including deprecating the “default password,” writing their programs using only secure coding languages, providing free patches and setting up vulnerability reporting programs. The Biden administration has reportedly come to the conclusion that ByteDance must sell its stake in TikTok or face the possibility of a U.S. ban. The decision comes as Congress turns up the heat on action against TikTok, which is suspected of compromising U.S. data and potentially manipulating news feeds to influence opinion. U.S. government agencies have 30 days to remove the TikTok app from federal devices and systems, the White House said Monday. A memo from Office of Management and Budget director Shalanda Young advised that in the interest of national security, the China-owned app must be purged from phones and Internet traffic firewalled from reaching it. The government ban was ordered by Congress in December, and follows similar moves in Canada, Taiwan, the EU, and many U.S. states. Netflix is expanding its paid sharing program to Canada, New Zealand, Portugal and Spain. The program, which was tested last year in several Latin American markets, is the company’s attempt to crackdown on the unauthorized password sharing that deprives the company of what one analyst estimates is billions of dollars per year. Where the program is live, subscribers can pay to add non-household members to their account at the rate of an extra CAD$7.99 a month per person in Canada, NZD$7.99 in New Zealand, Euro 3.99 in Portugal, and Euro 5.99 in Spain. In a move to heighten transparency, TikTok will begin using its “state-controlled media” label in more than 40 new territories, including China and the U.S. Launched as a pilot program last year, the program identifies videos produced under government influence. Conceding there is no one-size-fits-all definition, TikTok says it considers media “state-controlled” when “there is evidence of clear editorial control and decision-making by members of the state.” The label was launched after Russia’s 2022 invasion of Ukraine, flagging state-controlled media in those countries and Belarus.
