New York State Legislature Passes Broad Right to Repair Law

The New York state legislature has passed the nation’s most comprehensive “right to repair” bill, the Digital Fair Repair Act. The DFRA requires original equipment manufacturers to make available to independent repair providers and consumers existing diagnostic and repair information and tools for digital electronic parts and equipment. The measure, which awaits Governor Kathy Hochul’s signature, affects all manufacturers selling digital products in New York state. “Where before, manufacturers could push consumers to use manufacturer-authorized shops, now they’ll have to compete,” said indie repair chain iFixit. Apple Self Service Repair Shop Is Good News for Consumers

In what’s billed as a major triumph in the “right to repair” movement, Apple says it will begin selling the parts and tools to allow people to make their own iPhone repairs. The movement gained momentum in July when the FTC announced it would step up enforcement against tech firms that made gadget repairs difficult for consumers and small businesses. Microsoft, which along with Apple, Google and Amazon had lobbied against the FTC effort, in October announced it was joining Dell, HP and Motorola in getting a jump on “right to repair” legislation. France Establishes Repairability Index for Electronic Devices

France has pioneered a new “repairability index” for all electronic devices sold in that country. The criteria for the final score include how easy it is to take the device apart, availability of spare parts and technical documentation. The index will be implemented, with fines for non-compliance, beginning next year. This move is part of France’s stated goal to fight planned obsolescence, as manufacturers intentionally create products that need to be replaced frequently.
