The United States has entered into an agreement with the United Kingdom to collaboratively develop safety tests for the most advanced AI models. The memorandum of understanding aims at evaluating the societal and national defense risks posed by advanced models. Coming after commitments made at the AI Safety Summit in November, the deal is being described as the world’s first bilateral agreement on AI safety. The agreement, signed by U.S. Commerce Secretary Gina Raimondo and UK Technology Secretary Michelle Donelan, envisions the countries “working to align their scientific approaches” and to accelerate evaluations for AI models, systems and agents. Europe is moving forward in the supercomputer space, with two new exascale machines set to come online. Jupiter will be installed at the Jülich Supercomputing Centre in Munich, with assembly set to start as early as Q1 2024. Scotland will be home to the UK’s first exascale supercomputer, to be hosted at the University of Edinburgh, with installation commencing in 2025. An exascale supercomputer can run calculations at speeds of one exaflop (1,000 petaflops) or greater. Elon Musk and Steve Wozniak are among a group of more than 1,100 tech leaders, researchers and AI stakeholders who have signed an open letter calling for a pause on “giant AI experiments.” The missive, published by the Future of Life Institute, warns of “profound risks to society and humanity” that could be caused by an “out-of-control race” to develop and commercially deploy artificial intelligence systems “that no one — not even their creators — can understand, predict, or reliably control.” Other signatories include politician Andrew Yang, Skype co-founder Jaan Tallinn, Pinterest co-founder Evan Sharp and Stability AI CEO Emad Mostaque.  Continue reading Concerned Thought Leaders Call for Pause on AI Movement

British legislators seem ready to make good on a threat to add criminal liability and jail time for high-level social media executives who fail to protect children from online harm as part of the Online Safety Bill. While the bill also aims to protect adults from fraud and malfeasance, its strictest provisions are geared toward child protection. The current proposal could win approval by the House of Commons within the week, and would then move to the upper chamber, the House of Lords, later in the quarter for further revision. Enactment is anticipated by year’s end.
