Germany, France and Italy have reached an agreement on a strategy to regulate artificial intelligence. The agreement comes on the heels of infighting among key European Union member states that has held up legislation and could potentially accelerate the broader EU negotiations. The three governments support binding voluntary commitments for large and small AI providers and endorse “mandatory self-regulation through codes of conduct” for foundation models while opposing “un-tested norms.” The paper underscores that “the AI Act regulates the application of AI and not the technology as such” and says the “inherent risks” are in the application, not the technology. A voluntary hate-speech removal agreement among tech platforms in the European Union is trending in the opposite direction, according to the sixth evaluation report of the EU’s Code of Conduct, which produced a mixed picture. Social networks reviewing 81 percent of notifications within 24 hours removed an average of 62.5 percent of content flagged as hate speech, which is lower than the averages recorded in 2019 and 2020, according to the European Commission. The self-regulation policy was begun in 2016 with Facebook, Microsoft, Twitter and YouTube agreeing to remove speech that falls outside their community guidelines in under 24 hours.  Continue reading EU Report Tracks Decline in Voluntary Hate-Speech Removal

The U.S. Government Accountability Office warns that data caps may drive the prices of Internet service up for everyone, instead of keeping costs low for the people who only use a small amount of data. Internet service providers do not have enough competition in some places, which would make it easier for ISPs to abuse a usage-based pricing system.
