FCC Nixes California Regulators’ Plan to Add Fee to Texting

California telecom regulators wanted to impose a state fee on text-messaging services, but the Federal Communications Commission has squelched that plan by classifying text-messaging as an information service, not a telecommunications service. That’s the same classification the FCC applied to broadband when it repealed net neutrality and dictated that states cannot create their own net neutrality laws. Snapchat Releasing New Tools: Group Video Chats, Mentions

Snapchat is making moves to become more conversational, more “sticky,” and to keep users engaged for longer periods of time, according to Variety. The social sharing company announced a new chat feature that allows up to 16 users to video chat through its app, and added mentions to its Snapchat Stories, allowing users to easily tag others (much like they would via Twitter). The chat feature will roll out across the globe this week and will come with filters and the ability to join by audio only as desired. Users can also reply via text messages.

Sony Slated to Release Xperia Ear Wearable Digital Assistant

On December 13, Sony plans to release the Xperia Ear on Amazon in time for holiday gift shopping. Priced at $200, the device, which will also be available eventually at Fry’s Electronics, Abt and B&H, will compete with Amazon Echo and Google Home — but in a form factor that resembles a Bluetooth earpiece. Sony had originally said it would release Xperia Ear in the summer, but then pushed the release date. The earpiece, available in black, is a companion to Xperia smartphones. Fandango Tests Selling Movie Tickets Directly via Facebook

Fandango has built a business helping moviegoers purchase tickets online and via a smartphone app. Now the ticket retailer owned by NBCUniversal is partnering with Facebook to sell tickets directly from the social network. It began this past weekend when fans were given the opportunity to buy tickets to “The Magnificent Seven,” “Kevin Hart: What Now?” and “Storks” through each film’s Facebook page. The move is part of a larger strategy to attract millennials; the company’s next step to reach a younger audience is a Snapchat interface. Security Alert: Apple Urges iPhone Users to Update Their iOS

The NSO Group, an Israeli firm that sells software for invisibly tracking mobile phones, is believed to be responsible for leveraging three security vulnerabilities in Apple devices to spy on journalists and dissidents. The software can reportedly be used to access passwords, emails, text messages, calls, contacts and more. Apple fixed the security flaws 10 days after two researchers provided the tip. EU Rules to Create Parity Between Internet Apps and Carriers

Deutsche Telekom and Spain’s Telefónica have long lobbied the European Union to either repeal some of the onerous regulations governing carriers or to extend them to Internet-based text-message and voice-call services, including Microsoft’s Skype and Facebook’s WhatsApp. Now, carriers might get their wish as the EU’s executive body is on the verge of suggesting more rules for Skype, WhatsApp and their ilk: tighter privacy and security, and an easier way for consumers to move information when switching services. Instagram to Offer Business Tools Including Profiles, Analytics

Developers have discovered code within the current version of Snapchat that may offer clues about new features coming to the popular messaging app. While Snapchat may not roll out the features, it does show that the company has been working on ways to ramp up competition with other messaging apps such as WeChat and FaceTime. The hidden code provides a framework for the integration of stickers to sell within the app and an enhanced video chatting system that works more like a phone call. Weibo Tests Going Beyond 140 Characters, Twitter to Follow

Weibo, China’s version of Twitter, is contemplating raising its character limit to 2,000, just weeks after Twitter announced similar plans. Weibo, owned by Chinese Internet company Sina Corp., will begin testing its lengthened character limit with so-called VIP users, beginning January 28, offering the feature to its 200 million users a month later. According to Weibo, about 10 percent of original posts exceed 120 characters. Twitter, meanwhile, has said it is contemplating raising its character limit to 10,000 characters. Carriers, Twilio Clash Over Text Messaging Regulatory Status

Text messaging is a regulatory gray zone that is currently the object of a dispute between AT&T, Verizon and other wireless carriers, and Twilio, a software company that enables automatic text-sending, with consumer advocacy groups Public Knowledge, Common Cause, and Free Press. Twilio is petitioning that the FCC impose common carrier regulations on text messaging, which means carriers could not block or throttle texts. Sprint Offers Free Service to Lure DirecTV Subs From AT&T

Directly targeting AT&T, Sprint is now offering DirecTV subscribers a year of free cell phone service. The offer, which started August 28 and ends September 30, includes a plan with unlimited talk, text and up to 2 gigabytes of data per month, plus a one-time $36 activation fee, but not the cost of a smartphone. Sprint’s move is an attempt to foil AT&T’s plan to turn DirecTV subscribers into AT&T subscribers, a key motivation for the wireless company’s $49 billion acquisition of the satellite TV provider. WhatsApp Continues its Momentum, Now at 800 Million Users

Jan Koum, CEO and co-founder of WhatsApp, announced on Friday that the popular mobile messaging app now has 800 million monthly active users. Acquired by Facebook in 2014 for $22 billion, WhatsApp has the potential to reach one billion users this year. Since last August, the app has added 100 million active users about every four months. It now has more users than Facebook Messenger and competing apps. For many global users, the app has become an alternative to text messaging, and it recently added a feature for taking calls. Facebook Aims to Connect the World, Starting With WhatsApp

While WhatsApp will continue to be an independent app, its acquisition by Facebook should help it reach up to three billion users, suggests Mark Zuckerberg. WhatsApp had 450 million users around the time that Facebook agreed to buy it for $19 billion, but has now reached 600 million. Facebook currently reaches around 1.3 billion people, which is half of the world’s Internet connected population. The company is focusing on spreading Internet access around the globe. Snapchat Now Third Most Popular Social App with Millennials

According to comScore research, Snapchat is now the third most popular social app among the millennial demographic (18-34 year olds). With 32.9 percent penetration on mobile phones, Snapchat trails only Facebook and Instagram. Jumping from 12.1 percent back in November 2013, the app is now more popular with millennials than Twitter, Pinterest, Vine, Google+ or Tumblr.
