A former TikTok employee has stepped forward to inform congressional investigators that the company’s proposal for protecting U.S. user data is “deeply flawed,” potentially leaving data for more than 100 million American citizens exposed to parsing by China-based entities, including parent company ByteDance and Chinese Communist Party (CCP) rulers. The allegations come at a sensitive time in negotiations with the Committee on Foreign Investment in the United States (CFIUS) to keep TikTok operating in the U.S. over the objection of a bipartisan contingent of lawmakers, who are calling for a ban. Changes Ahead for Big Tech When EU Regulations Enforced

The European Union’s implementation of the Digital Services Act (DSA) and the Digital Markets Act (DMA) is poised to trigger worldwide changes on familiar platforms like Google, Instagram, Wikipedia and YouTube. The DSA addresses consumer safety while the DMA deals with antitrust issues. Proponents say the new laws will help end the era of self-regulating tech companies. Although as in the U.S., the DSA makes clear that platforms aren’t liable for illegal user-generated content. Baidu Rushes Ernie Launch to Meet China’s Chatbot Demand

China’s Baidu is racing to meet the March 16 deadline to debut Ernie Bot, which it hopes will be the Eastern equivalent to OpenAI’s ChatGPT. Teams have been working around the clock. In addition to programming duties, staff has been reaching out to borrow compute time on high-powered processors that Chinese companies can no longer purchase at their discretion due to U.S. sanctions. Ernie is still being trained ahead of its highly anticipated launch. Senate Message to Big Tech Is Expect Reform to Section 230

Bipartisan support is growing in the Senate for changes to Section 230, the part of the Communications Decency Act that grants federal immunity to social media platforms and other tech giants for content users post on their sites. At a combative Senate Judiciary Committee hearing Wednesday, lawmakers from both parties called for gutting major provisions of the legal liability shield, on which Big Tech has come to rely. Senators accused tech firms of putting profits over user safety and slammed the U.S. Supreme Court, which appeared to approach the matter with caution last month in Gonzalez v. Google. TikTok Adding Paywall for ‘Series’ Videos of Up to 20 Minutes

TikTok is introducing a new feature called “Series” that lets eligible creators post collections of premium content behind a paywall. One Series can include up to 80 videos, each up to 20 minutes long, and creators can charge anywhere from $0.99 to $189.99 for access. Creators will set pricing for their Series, which can be purchased via in-video links or via the creator’s profile. Series participation is currently limited to “select creators,” who TikTok is reportedly allowing to keep all revenue, after applicable fees. Reddit Tests Split-View Text and Video Feeds, Other Updates

Reddit is introducing changes designed to make it easier for users to browse and navigate its communities. Currently testing is a concept that separates text and video into separate streams, dubbed “Read” and “Watch.” Users can toggle between the split-view feeds. In the current format, both “Read” and “Watch” will include recommendations as well as posts that users subscribe to. “In 2023, the product and design improvements you’ll see from us will simplify and streamline how people discover, join, and contribute (post, vote, comment) to communities and bring new ways to engage in conversations and content,” Reddit explains. Twitter Revenue and Adjusted Earnings Are Down 40 Percent

Twitter’s December adjusted earnings and revenue fell about 40 percent, year over year, according to reporting in The Wall Street Journal. CEO Elon Musk, who completed his acquisition of the social platform in October, has instituted deep cuts as he tries to reinvent the company hobbled with an estimated $1 billion in interest per annum on the $13 billion he borrowed to helped pay for the company. The troubles are due in part to bad timing, as the ad market on which Twitter and other socials depend took an overall downturn. Creator discovery platform Jellysmack has struck a deal with The Roku Channel to launch two channels programmed with content curated from 17 of its top-performing talents, including Brad Mondo, Stephanie Soo and LaurDIY. The pact sees The Roku Channel offering two FAST linear channels: the lifestyle-themed Hello Inspo and true crime forum Mysteria. The two new Roku FAST channels are an expansion of Jellysmack’s creator program, which uses artificial intelligence to identify promising creators and distribute their content to multiple platforms like Facebook, Snapchat, YouTube, Pinterest and TikTok, among others. Meta Adds New Creative Tools, Features for Facebook Reels

Meta Platforms announced today that it is introducing new creative tools and features for Facebook Reels, including support for videos of up to 90 seconds, extending the previous maximum of 60 seconds. The updates arrive a few months after the company unveiled support for Instagram Reels of the same duration (news that followed TikTok’s jump in video length from three to 10 minutes in an attempt to more directly take on Google’s YouTube). Among the new creative tools include the ability to create Reels with trending templates and a “Grooves” feature that automatically syncs video to the beat of a song. Jack Dorsey-Led Bluesky Social Platform in Beta at App Store

Bluesky has made it into the Apple App Store, where its reportedly generated more than 2,000 downloads in the past two weeks in an invitation-only beta mode, prompting speculation that a public launch is coming soon. Backed by Twitter co-founder and former CEO Jack Dorsey, Bluesky’s focus is a transfer protocol called AT (Authenticated Transfer) designed to facilitate an open, decentralized social network, not unlike the ActivityPub protocol that underpins Mastodon. The mobile app has been developed to showcase the protocol’s features. Incubated at Twitter starting in 2019, Bluesky is now a public benefit company. White House Gives Agencies 30 Days to Impose a TikTok Ban

U.S. government agencies have 30 days to remove the TikTok app from federal devices and systems, the White House said Monday. A memo from Office of Management and Budget director Shalanda Young advised that in the interest of national security, the China-owned app must be purged from phones and Internet traffic firewalled from reaching it. The government ban was ordered by Congress in December, and follows similar moves in Canada, Taiwan, the EU, and many U.S. states. YouTube Introduces Multi-Language Audio Tracks Worldwide

Following several months of tests, YouTube is launching is multi-language audio track feature worldwide, with popular vlogger MrBeast helping to promote the new feature’s benefits. MrBeast, who has over 135 million global subscribers, is hoping to attract new subscribers to his channel now that the most popular videos are dubbed into 11 different languages. The multi-language audio feature allows creators to dub new and existing videos. YouTube says more than 3,500 multi-language videos have been uploaded to the site in 40-plus languages since January of this year. Snapchat is launching My AI, a new chatbot running a customized version of the latest GPT technology from OpenAI. YouTube Testing ‘1080p Premium’ with Its Paid Subscribers

YouTube is experimenting with a higher bitrate 1080p format for Premium subscribers. The enhanced 1080p Premium reportedly provides a better viewing experience. For now, 1080p Premium is only available to a very small group. Meta’s Penalty Reforms Designed to Be More Effective, Fair

Meta Platforms is reforming its penalty system for Facebook policy violations. Based on recommendations from its Oversight Board, the company will focus more on educating users and less on punitive measures like suspending accounts or limiting posts. “While we are still removing violating content just as before,” explains Meta VP of content policy Monika Bickert, “under our new system we will focus more on helping people understand why we have removed their content, which is shown to help prevent re-offending, rather than so quickly restricting their ability to post.” The goal is fairer and more effective content moderation on Facebook.
