IBM Teams Up with Rapidus Foundry on Chip Manufacturing

Japan, once the world’s top producer of computer chips, is seeking to regain its foothold in the manufacture of leading-edge semiconductors. Last month, a consortium of eight Japanese companies formed Rapidus, a foundry the Japanese government hopes will help get the nation on track for advanced chip manufacturing. IBM Research is joining forces with Rapidus, with plans to manufacture IBM’s 2nm technology in fabs that Rapidus is building in Japan, with output expected to commence in the latter half of the decade. Clearview Facial Recognition Adds Deblur and Mask Removal

Undeterred by lawsuits and demands to stop scraping social media, facial recognition firm Clearview AI is plowing ahead with efforts to expand its database and introduce new tools. Company co-founder and CEO Hoan Ton-That said Clearview has collected more than 10 billion images from social media and the Internet, while the company is adding new tools to help users, often law enforcement, obtain matches. Most recently, the company developed a deblur tool in addition to mask removal, which uses machine learning to recreate the covered part of a person’s face. Congress Pushes Bill to Spend Billions on Broadband Access

Congress advanced legislation to spend $65 billion to expand high-speed Internet access across the country. The government estimates 14 million U.S. households don’t have broadband, but other sources believe the figure is 40 million or higher. The measure’s allocation of $65 billion for broadband, which in part would subsidize low-income households, would be the biggest ever spent in the United States. Biden Appointing Antitrust Experts to Key Administrative Posts

President Joe Biden is expected to nominate Columbia University law professor Lina Khan, a leader of the Big Tech antitrust movement, for an open seat on the Federal Trade Commission, where she would have power to enforce existing regulations. Biden appointed another Columbia law professor, Tim Wu to the National Economic Council (NEC) as a special assistant for technology and competition policy. Big Tech antitrust wasn’t a signature focus of Biden’s presidential campaign, but the appointments seem to signal his intentions. Biden Orders an Evaluation of Semiconductor Supply Chains

In response to a worrying shortage in chips, President Joe Biden signed an executive order to conduct a 100-day review of the supply chains for semiconductors for various products, large-capacity batteries for electric vehicles, pharmaceuticals, and rare-earth elements crucial to technology and defense. Biden is also seeking $37 billion in funding to “supercharge” chip manufacturing and urged a separate one-year review of supply chains of six “broader sectors” including food production and technology. U.S. Examines Ways to Compete in 5G, Japan Joins the Race

The Trump administration is considering strategies for edging out Huawei and China’s 5G dominance. It has already unsuccessfully urged Cisco Systems to purchase Ericsson or Nokia and reportedly discussed providing those two companies tax breaks and export-bank financing or helping to take one of them private. Also proposed is a plan to support “mix and match” network technology to smooth the path for U.S. startups to develop new 5G technology. Big Tech Companies Pull Back on Facial Recognition Products

After years of dissent from the American Civil Liberties Union (ACLU), Fight for the Future and groups of academics, Big Tech companies are finally taking another look at their facial recognition products. Microsoft president Brad Smith stated his company won’t sell facial recognition to the police until federal regulation is instituted. Amazon placed a one-year moratorium on police use of its Rekognition software, and IBM backed away entirely from facial recognition products, citing the potential for abuse. Intel’s 3D Tracking, VR and Other Tech to Enhance Olympics

The 2020 Tokyo Olympics will be enhanced by a suite of augmented and immersive tools and experiences empowered by artificial intelligence, it was announced last week by Intel and the International Olympic Committee (IOC). Intel will bring a host of innovations to the official games and to the new Intel World Open eSports tournament including 3D Athlete Tracking (3DAT), which combines augmented reality (AR) and AI for real-time insights, VR broadcasts and managerial training, and NEC facial recognition for streamlined operations. Microsoft Joins OIN, Open Sources its Entire Patent Portfolio

Microsoft has joined the Open Invention Network (OIN), the North Carolina-based open-source patent community that launched in 2005 with a mission to protect Linux and Linux-related software. In joining OIN, Microsoft is essentially granting an unrestricted, royalty-free license for its patents to the community’s 2,650 members. Microsoft’s corporate VP and chief IP counsel Erich Andersen said the company is pledging its “entire patent portfolio to the Linux system. Samsung to Roll Out New DCI-Compliant LED Cinema Screen

Samsung’s LED digital cinema display, first unveiled during invitation-only events at CinemaCon in March, has passed DCI compliance tests. The company is expected to have a commercial product available before the end of the year. Keio University in Japan, one of the affiliated partners of Digital Cinema Initiatives (DCI), completed the compliance test plan certification. Until now, only cinema projectors from Barco, Christie and NEC based on Texas Instruments DLP Cinema tech and Sony’s LCoS SXRD (Silicon X-tal Reflective Display) panel were considered DCI-compliant display devices.

Google, Asian Telecoms Build High-Speed Trans-Pacific Cable

Faster, the 5,600-mile undersea fiber-optic cable that was funded by Google and Asian telecoms, and installed by NEC, is now online. The new cable runs from Oregon to two points in Japan. According to Wired, “It’s the fastest, highest capacity trans-Pacific undersea cable ever built. It can theoretically deliver as much as 60 terabits per second of bandwidth — more than half the total bandwidth available between the U.S West Coast and Asia at the end of 2015.” Google plans to speed communications between its own data centers and offer cloud services from Tokyo. Facebook and Microsoft recently announced plans to construct a 160 terabit trans-Atlantic undersea cable from Virginia to Spain. Qualcomm Debuts Chips for Broadband, Wi-Fi and Wearables

At the Computex trade show in Taiwan, San Diego-based Qualcomm introduced new chips for connected landlines, wireless Wi-Fi networks and wearables. To expand broadband communications network capacity, the company’s Atheros business unveiled GigaDSL chips that let broadband operators transition away from VDSL technology to Gigabit access. The company is also debuting a three-way radio chip to be used for Wi-Fi wireless data networking as well as a new set of Snapdragon Wear chips for wearable devices. NTT Docomo Plans Trials of New High-Bandwidth Network Tech

Japanese mobile giant NTT Docomo is currently planning new wireless trials that could increase the capacity of future mobile networks to 10 Gbps (1,000 times today’s LTE networks). The new radio technologies could become an important part of a future 5G standard. NTT Docomo is working with Alcatel-Lucent, Ericsson, Fujitsu, NEC, Nokia and Samsung to perform lab trials at Docomo’s research & development facility in Yokosuka, which is expected to be followed by outdoor trials in 2015. Sharp Takes Display Technology to New Levels with Prototypes

Sharp, which became the first to bring IGZO display technology to the mass market in 2013, is showcasing a number of eye-popping display prototypes that may find their way into devices in the next 12 months. Among them, a MEMS display and “narrow border” screens that will further slim down phones, notebooks and tablets. For example, the Ultra High Resolution “Quad Full HD,” or QFHD LCD screen, offers a 15.6-inch 3840×2160 pixel display, four times that of normal HD.
