For the high-end customer, startup Layer3 TV is offering a high-end solution: a wide selection of HDTV networks, delivered over the Internet, and installed by technicians driving all-electric BMW i3s. Unlike other streaming services, such as Hulu and Netflix, which use the public Internet, Layer3 has contracted the use of privately managed networks, a more costly option that provides better, more robust results. Twitter Comes to Apple TV, Fire TV, Xbox in Time for Football

Twitter has introduced a new video-centric app available for Apple TV, Amazon’s Fire TV and Microsoft’s Xbox One as the social platform readies its live-streaming debut of “Thursday Night Football.” The new app “will contain only video, photos and tweets curated by the company,” explains The Wall Street Journal. Amazon Said to Be Looking Beyond Video to Streaming Sports

According to unnamed sources, Amazon is actively pursuing the rights to numerous sports, including the French Open tennis championship and professional rugby as well as golf, soccer, auto racing and U.S. sports such as basketball and baseball. Capturing rights in the U.S. will be challenging since CBS, NBCUniversal, Fox, Turner Sports and ESPN have inked long-term contracts for most major sporting events. CBS Debuts Ad-Free Version of All Access Streaming Service

CBS has introduced an ad-free, $9.99 per month option for its All Access on-demand service. The new option eliminates nearly all advertising, except for promotional interruptions during select series. The original version of the service, with reduced commercials, costs $5.99 per month. “The addition of a commercial-free plan gives our subscribers even more ways to customize their CBS viewing experience — from which devices to whether they watch in or out of the home, and now with commercials or without,” said Marc DeBevoise, president and COO of CBS Interactive. Unplugged: YouTube’s Online TV Service Expected Next Year

YouTube has been developing an online TV service for today’s cord cutters, expected to launch early in 2017, and has reportedly been working on deals with ABC, CBS, ESPN and other major broadcasters. However, the video platform may pass on smaller cable networks, in hopes of creating YouTube channels with related video content. In May, Bloomberg reported that the $35-per-month service would be called Unplugged and could include smaller bundles of add-on channels. “Online TV services are still young, and there’s plenty of market for YouTube to go after,” suggests The Verge, noting that current obstacles include the availability of networks on services such as Sling, and the emergence of standalone services from CBS and soon, ESPN. Twitter Plans to Live-Stream Political Conventions This Month

Twitter announced that it is partnering with CBS News to live-stream the upcoming Democratic and Republican National Conventions. In the company’s latest step toward ramping up its live news and entertainment broadcasting, Twitter will make convention videos available on its desktop and mobile apps via a live feed from the CBSN digital streaming news service. The social platform will also provide a stream of related tweets for real-time commentary. Twitter in Talks with NBA, MLS and Turner for Live Streaming

With the goal of being a player in live-streaming sports, Twitter is now in conversations with the NBA, Major League Soccer and cable network Turner, say sources. The company already has the rights to stream some of the NFL’s Thursday Night Football games in the fall. And although Twitter couldn’t stream live Wimbledon matches (ESPN holds those rights), it has streamed pre- and post-game material as well as live interviews and analysis. Viacom Debuts BET Streaming Service for International Market

Viacom rolled out a standalone online service this week dubbed BET Play, targeting an adult audience (last year, Viacom launched Nickelodeon-related app Noggin for kids). The video-on-demand application will feature BET’s award programs, such as this week’s 2016 BET Awards, in addition to TV series, musical performances, documentaries, comedy specials and news. BET Play will launch for iOS, Android and Apple AirPlay-enabled TVs without the need for a broader pay TV subscription. Warner Bros. Digital Networks is the Studio’s Latest OTT Effort

Warner Bros. just opened a new unit, Warner Bros. Digital Networks, to create content for online video entertainment and the cord-cutters who watch it. The studio is the largest U.S. producer and distributor of TV shows, and parent company Time Warner has been making efforts to appeal to consumers who choose not to subscribe to cable services. According to the studio’s statement, the new unit will create new online video channels, expand its current online services, seek strategic alliances and work with Turner and HBO. YouTube to Launch its Paid Subscription TV Service in 2017

YouTube has long expressed interest in creating a live TV package, but now its plans for a paid subscription service have firmed up. With executives Christian Oestlien and Jonathan Zepp among those leading the charge, the company will launch Unplugged in 2017 and is now seeking content deals with major media companies, say those familiar with the plan. The new urgency in pursuing this long-held plan may be due to the fact that Dish Network and Sony have debuted online services, and Apple and Amazon plan to as well. Live Nation and Hulu Pursue Original Programs, VR Content

Live Nation Entertainment, the world’s largest concert promoter, entertains 70 million people who attend its live musical events annually, selling many of the tickets via Ticketmaster, which it owns. Now, the company is leveraging its access to headlining musicians to create videos and virtual reality content featuring them. It hired MTV vet Heather Parry to build the TV/film production studio and announced co-production plans with Hulu, Vice Media, and VR company NextVR. Hulu to Launch Pay TV Service, Joining Other Digital Players

Hulu is the latest platform to compete with traditional pay TV services. Separate from its current on-demand programming model, Hulu plans to launch a cable TV-style online service in Q1 2017, say those familiar with the company’s plans. Hulu co-owners 21st Century Fox and The Walt Disney Company are likely to strike agreements to license many of their channels. ABC, ESPN, Disney Channel, the Fox network, Fox News, FX and Fox national and regional sports channels are also anticipated to be part of the lineup. TiVo Unveils Roamio OTA with More Storage, More Features

In addition to the recent debut of its 4K-ready DVR, TiVo just unveiled the latest version of its Roamio, the OTA 1TB. With a 1TB hard drive, users can record up to 150 hours of HD programming and up to four shows at once, due to multiple tuners. The device can also bring in over-the-air (OTA) or broadcast programs from ABC, CBS, NBC, Fox, PBS and Univision via an HD antenna.
