Under the aegis of the Academy of Motion Picture Arts and Sciences, hundreds of motion picture and TV technologists created ACES (Academy Color Encoding System), a color management system to enable color decisions to be successfully retained throughout the workflow. ETC’s immersive media head Phil Lelyveld presented a session describing the organization’s third Immersive Media Challenge — this one with a 5G twist. “The challenge is to ask students and recent graduates to come up with an idea for an engaging experience that is impossible to build now that should be possible to build in three to five years,” he said. “It’s not a hackathon. If you can build it in three to five years, you should probably start building it now. Trump Administration Plans to Fund AI, Quantum Computing

Artificial intelligence and quantum computing would be awarded increased funding under the Trump administration’s proposed $4.8 trillion budget. The Defense Department and the National Science Foundation would receive more funds for AI research, and $25 million would go towards the creation of a national “quantum Internet,” aimed at making it more difficult to hack into digital communications. Netflix Switching From VP9 Codec to the More Efficient AV1

With the claim that the new AV1 video codec much more efficiently compresses video, Netflix plans to introduce it to its Android app. Until now, Netflix has used the VP9 codec but says AV1 is 20 percent more efficient. The AV1 codec is already enabled for “selected titles” — although it didn’t name specifics — when the user activates the Save Data option. The company also stated it plans to introduce AV1 on all its platforms and is working with chip and device manufacturers to increase compatibility. Ransomware Attacks Increase and Demand Bigger Payouts

An increasing number of cities, hospitals and businesses are being attacked by ransomware, by which bad actors shut down the victim’s computer network until a ransom is paid. Up until now, these attacks have been hard to measure since many of those impacted quietly paid the ransom without notifying any authorities. Security firm Emsisoft just reported a 41 percent increase in ransomware attacks between 2018 and 2019, with 205,280 businesses and other groups submitting evidence of such intrusions in 2019. EU Presses Facebook for Documents Related to Competition

The European Commission’ antitrust probe into Facebook is now seeking internal documents related to allegations that Facebook suppressed competition by leveraging its own access to users’ data. EU investigators are also looking into changes Facebook made to software interfaces that enabled app developers to access data, as well as more information on Facebook’s use of Israeli VPN app Onavo it purchased in 2013. Appeals Court Will Not Rule On the Repeal of Net Neutrality

In another win for the FCC, the U.S. Court of Appeals for the District of Columbia announced yesterday that it would not reconsider the October ruling that upheld the repeal of net neutrality rules. Requests had been made by 15 states and a collection of technology and advocacy groups to reconsider the earlier ruling. The net neutrality laws were first issued in 2015 to discourage Internet service providers from practices such as blocking or throttling traffic and enabling so-called “fast lanes” through paid prioritization. White House Pushes For 5G Standards and U.S. Networks

The Trump administration is working with U.S. tech companies, including AT&T, Dell and Microsoft, to develop common engineering standards for 5G telecom networks that would allow software to run on hardware from any manufacturer. In doing so, the U.S. would be able to advance 5G networks without relying on gear from China’s Huawei. White House economic advisor Larry Kudlow said, “the big picture concept is to have all the U.S. 5G architecture and infrastructure done by American firms, principally,” although it could also include technology from Ericsson and Nokia. Google Debuts Chatbot with Natural Conversational Ability

Meet Meena, Google’s new chatbot powered by a neural network. According to the tech giant, Meena was trained on 341 gigabytes of public social-media chatter (8.5 times as much data as OpenAI’s GPT-2) and can talk about anything and even make jokes. With Meena, Google hopes to have made a chatbot that feels more human, always a challenge for AI-enabled media, whether it’s a chatbot or a character in a video game. Microsoft Commercial Cloud Business Drives Record Sales

Microsoft’s gross margins for its commercial cloud business (including Azure and Office 365) grew to 67 percent, driving the company’s robust fiscal Q2 earnings on record sales. Microsoft chief executive Satya Nadella revealed that revenue from this sector grew 39 percent to $12.5 billion. Company executives told analysts that the gross margins percentage will increase this year while margins rose for the fourth consecutive quarter, noting that this reflects the “huge opportunity” selling cloud products and infrastructure. Pokémon Go Battle League: Niantic Ramps Up Global Play

Niantic, developer of “Pokémon Go,” is capping a profitable 2019 for the augmented reality game by improving its competitive battle system. The first step is the introduction of Pokémon Go Battle League, which adds a new structure to the Trainer Battle System enabling players to compete against one another from around the globe. Pokémon Go Battle League is slowly debuting around the world. Samsung Reveals More Details About Concept Robot Ballie

At its CES 2020 keynote address, Samsung introduced Ballie, an autonomous small sphere with built-in camera, microphone and speaker that moves by rolling. Samsung Think Tank Team co-founder/head Sajid Sadi, who is also Samsung vice president of research, described the Team’s vision for Ballie. Sadi noted that the first two issues regarding Ballie were “mobility and personality.” The small robot needed to be able to travel over many different floor types and couldn’t intimidate children or pets. Pentagon Nixes Commerce Dept. Efforts to Rein in Huawei

The Pentagon has overruled the U.S. Commerce Department’s efforts to make it more difficult for U.S. companies to sell to Huawei Technologies from their overseas facilities. According to sources, the Defense Department and the U.S. Treasury Department also objected to the Commerce Department’s move.
