The EU has reached a provisional agreement on the Artificial Intelligence Act, making it the first Western democracy to establish comprehensive AI regulations. The sweeping new law predominantly focuses on so-called “high-risk AI,” establishing parameters — largely in the form of reporting and third-party monitoring — “based on its potential risks and level of impact.” Parliament and the 27-country European Council must still hold final votes before the AI Act is finalized and goes into effect, but the agreement, reached Friday in Brussels after three days of negotiations, means the main points are set. Google’s NotebookLM is a Personalized Lite Language Model

Google personalized AI assistant NotebookLM is an experimental product that has been in early access since July. Now the company is integrating its new Gemini Pro LLM with NotebookLM and making it available to U.S. residents 18 and older. NotebookLM is engineered “to help you do your best thinking,” Google says, with documents uploaded to the service making it “an instant expert in the information you need,” allowing it to answer questions about your data. Unlike generic chatbots, NotebookLM draws responses from the documents you feed it, meaning it will be hyper-focused — a lite version of a custom trained model. Apple Says U.S. Data Breaches Up by More Than 20 Percent

Apple is emphasizing the importance of data encryption with a report that shows personal data breaches up 300 percent between 2013 and 2022. In the past two years, more than 2.6 billion personal records have been exposed, according to the newly released study “The Continued Threat to Personal Data: Key Factors Behind the 2023 Increase.” The report, created by Dr. Stuart Madnick, the founding director of Cybersecurity at MIT Sloan, cites increasing dependence on cloud computing as the main factor for the surge. IBM and Meta Debut AI Alliance for Safe Artificial Intelligence

IBM and Meta Platforms have launched the AI Alliance, a coalition of companies and educational institutions committed to responsible, transparent development of artificial intelligence. The group launched this week with more than 50 global founding participants from industry, startup, academia, research and government. Among the members and collaborators: AMD, CERN, Cerebras, Cornell University, Dell Technologies, Hugging Face, Intel, Linux Foundation, NASA, Oracle, Red Hat, Sony Group, Stability AI, the University of Tokyo and Yale Engineering. Comcast’s FreeWheel Teams with OrkaTV to Target FAST Ads

Streaming platform OrkaTV has teamed with Comcast’s FreeWheel adtech firm on a product designed to help marketers reach target audiences for their advertising in the FAST sector. The partnership allows marketers using FreeWheel to access OrkaTV’s more than 3,500 free ad-supported streaming TV channels. The end result is expected to be “access to a more diverse pool of FAST ad inventory” that in turn helps drive up demand for inventory, according to the firms, which say the “more accurate contextual advertising targeting abilities” also raise the ante. Looking Glass Readies Launch of Mobile Holographic Display

Looking Glass has since 2014 been working to bring holographic display into regular consumer use. Now the Brooklyn-based company thinks it’s found the killer app to make that happen: Looking Glass Go, a pocket-sized display that has a $300 MSRP for June 2024 delivery and features a six-inch screen and built-in Wi-Fi and Bluetooth to enable receipt of “holograms from the cloud.” The Looking Glass Go allows you to “shoot instant spatial photos with your phone” and view them as holograms — “including holographic AIs you can customize, powered by ChatGPT,” the company says. IBM Announces Significant Advances in Quantum Computing

IBM has produced two quantum computing systems to meet its 2023 roadmap, one based on a chip named Condor, which at 1,121 functioning qubits is the largest transmon-based quantum processor released to date. Transmon-based chips use a type of superconducting qubit that is more error-resistant than typical qubits, which are notoriously unstable. The second IBM system uses three Heron chips, each with 133 qubits. The more modestly scaled Heron and its successor, Flamingo, play a vital role in IBM’s quantum plan, which boasts major progress as a result of these developments. Meta Platforms’ workaround to European privacy laws regarding ad-targeting has run afoul of watchdog agencies, resulting in two complaints filed with the EU’s network of consumer protection authorities against the U.S. tech giant. Meta contends its so-called “pay-or-consent model” — requiring users of its social platforms to choose between agreeing to be tracked for ad-targeting purposes or pay a monthly subscription fee for ad-free service — falls within permissible parameters set by EU authorities. Google’s Bard AI chatbot is getting smarter regarding video queries. Specifically, a new YouTube extension is now able to answer questions about the content of individual videos without requiring playback. “We’re expanding the YouTube extension to understand some video content so you can have a richer conversation with Bard about it,” Google wrote on Bard’s changelog. In September, Google released a YouTube extension that made it easier to find specific videos. This update allows Bard to operate more interactively, sharing detailed information as it relates to YouTube’s visual content. GitHub Copilot Brings AI-Powered Coding Tool to Enterprise

GitHub Copilot Chat for enterprise becomes generally available in December, and the GitHub site is integrating the artificial intelligence assistant across its entire platform, promising that AI will infuse every step of the developer lifecycle. “Just as GitHub was founded on Git, today we are re-founded on Copilot,” the Microsoft-owned company announced this month. Powered by OpenAI’s GPT-4, the new configuration will offer inline Copilot Chat for code questions, contextual guidance and “slash commands” for /fix and /test. Unity Opens Beta for Muse AI, Sets General Release for 2024

Unity has officially released its Muse AI platform for general use in early access. Muse is a suite of AI-powered tools that streamline game development. The Muse package includes Muse Chat to source answers and generate code, Muse Sprite for 2D sprites generation, and Muse Texture, providing 2D and 3D ready textures. Originally announced in July, Muse is now offered at a $30 per month subscription. Also announced at the firm’s annual Unite conference was the next major software update, Unity 6, for 2024, and the deployment of Unity Cloud to connect development tools across projects and pipelines. White House Launches New Spectrum Strategy, 3 GHz Study

Following extensive public outreach, the White House has released a National Spectrum Strategy that includes a study of uses for the lower 3 GHz band and identifies 2,786 MHz of airwaves that will be studied for new uses. Near term, the strategy proposes five spectrum bands for further in-depth study. President Biden has called wireless frequencies one of “our Nation’s most important national resources.” The FCC collaborated on the approach, which was marshalled by the Secretary of Commerce through the National Telecommunications and Information Administration (NTIA). Snap Adds ChatGPT and Other New Tools to AR Lens Editor

Since Snap released its Lens Studio tool in 2017, creators have become “the fuel of Snap AR,” the company says by way of announcing Lens Studio 5.0 Beta, representing a major overhaul of the editor. The development tool now includes a ChatGPT API, improved version control, and more support for teams. The company also launched a Lens Performance Toolkit to help optimize reach and engagement. Samsung Is an Early Mover in Mobile LLM Space with Gauss

Samsung Electronics has unveiled a generative AI model called Samsung Gauss designed specifically for artificial intelligence apps on mobile devices. If Samsung deploys Gauss to its smartphones anytime soon it would be among the first handset makers to natively integrate generative AI, putting it ahead of Apple. Gauss was revealed at the Samsung AI Forum 2023 in Korea, held by Samsung Research. Gauss is a large language model that facilitates tasks such as composing emails, summarizing documents and translating content.
