Facebook Is Criticized for Continuing to Collect Data of Teens

After Facebook promised in July that it would limit its algorithms that track online behavior of users under 18 as a step toward curtailing a method used by advertisers to target children and teenagers, the social giant is again being accused of collecting such data. Facebook was found harvesting data of young users through its ad delivery system, according to a report published by advocacy groups Fairplay, Global Action Plan and Reset Australia. The research suggests that Facebook is maintaining the ability to track younger users so that it can maximize engagement and increase advertising revenue. Automated News Feed May Be Good for Facebook and Users

Facebook’s internal experiments with turning off its News Feed algorithm revealed that users benefit from the often-controversial ranking system. Documents recently parsed by the news media indicate Facebook’s digital formula knows more about what users want than the users themselves when it comes to deciding which posts people see and in what order. The news comes as both the House of Representatives and Senate consider bills that would require social media platforms to offer users the option of disabling what’s known as “automated content recommendations.” The bills follow whistleblower allegations that Facebook’s News Feed is damaging to users. New Apple Guidelines Permit Payment Outside of App Store

Following an announcement in August that it had settled a class action lawsuit, Apple has introduced new App Store Review Guidelines. Specifically, Apple now permits its registered developers to communicate to customers how they may pay for iOS apps using payment means outside iOS and Apple’s App Store. The guidelines now explain developers may request customer information, including name and email, but must permit customers to provide that information at their discretion. Twitch Hack Leaks App Code, Revenue from Streaming Stars

Video game streaming platform Twitch has suffered a data breach resulting in information about the revenue earned by the biggest game streamers leaked to online chat forum 4chan. “Find out how much your favorite streamer is really making!” the hacker wrote in a 4chan data dump labeled “part one.” The perpetrator claimed to have additional information about Twitch’s creator payouts, source code and internal security tools and creator payouts. FTC Is Considering the Need for Stricter Online Privacy Rules

The Federal Trade Commission is looking into establishing stronger online privacy protections that would hold businesses such as Facebook, Google and Twitter more responsible for how they handle consumer data. The early discussions, under the leadership of new chair and vocal Big Tech critic Lina Khan, are addressing the possibility of introducing FTC regulation due to what is perceived as gridlock in Congress in creating a federal law. Privacy and civil rights groups have advocated for a single federal law — similar to Europe’s General Data Protection Regulation (GDPR) — rather than state laws (or no regulation at all). Twitter Will Pay $809.5 Million to Settle Class Action Lawsuit

Twitter has agreed to pay $809.5 million to settle a class-action lawsuit that accused the social media giant of inflating stock value and misrepresenting user data for the benefit of insiders. In an SEC filing this week, Twitter stipulated the final settlement agreement will not “constitute an admission” or finding of liability or wrongdoing. The settlement agreement still needs approval from U.S. District Court for the Northern District of California. Consumer Privacy Concerns May Affect Future of Digital Ads

Apple and Google are introducing privacy protections to thwart marketers from gaining access to consumer data when displaying ads, a change that is expected to seriously impact the online advertising schema that is the bedrock of ‘free’ apps and websites like Facebook and TikTok. In April, Apple iPhones debuted a pop-up window that asks people for permission to be tracked by apps. Google has outlined plans to disable a tracking capability in its Chrome web browser. European Union Members Are Concerned Over GDPR Delays

European Union nations are voicing discontent over delays in enforcement of the General Data Protection Regulation (GDPR) implemented in May 2018. Earlier this month Ireland announced a $266 million fine against WhatsApp, after haggling to boost the original sanction of up to $59 million by the Irish Data Protection Commission (WhatsApp parent Facebook has European headquarters in Ireland). The situation has prompted calls to revise how the 27 EU member countries participate in overlapping cases, with expanded pan-EU rules also under consideration. Ireland Slaps Facebook’s WhatsApp Service with GDPR Fine

In its first major ruling against social media giant Facebook, Irish authorities fined the company’s WhatsApp messaging service almost $270 million (225 million euros) under the General Data Protection Regulation (GDPR). Those authorities stated that WhatsApp was not transparent about how data collected by those using the app is shared with other Facebook properties, including Instagram. WhatsApp said it would appeal the decision. Since established three years ago, the GDPR has not resulted in any major fines or penalties for Facebook until now. Marketers Struggle as Facebook Users Decline to Be Tracked

According to Branch, which analyzes mobile app growth and tracks ad conversions, since Apple’s updated iOS asked users if they wanted to be tracked by apps, only 25 percent have agreed. That response has “been pretty devastating for … the majority of advertisers,” suggests mobile analyst Eric Seufert. Advertisers on social network Facebook have seen a particularly strong impact, according to media buyers who noted that not being able to reliably determine how many sales clients are making means it is challenging to figure out which ads are working. EU’s Vestager Calls for Aligned Global Regulation of Big Tech

Margrethe Vestager, executive vice president of the European Commission for A Europe Fit for the Digital Age, is calling for greater global alignment on tech regulation, noting “we do not have a global competition enforcer, but we have global companies.” Vestager added she was “really encouraged” by the Biden administration’s efforts to take similar actions in the U.S. with the 72 actions listed in his recent executive order that focused on Big Tech’s collection of data, surveillance practices and acquisitions of startups. In an in-depth interview with the BBC, Alphabet and Google chief executive Sundar Pichai suggested that an open Internet is under attack in different parts of the world where the free flow of information is often restricted and the Internet model is generally taken for granted. He also expressed concern about key areas that have become increasingly controversial, such as privacy, data and taxes — and defends his company’s record on these fronts. ByteDance Pauses its IPO After Meeting with Chinese Officials

Beijing-based ByteDance, parent company of social video app TikTok, which was valued at $180 billion in December, indefinitely put plans on hold for a public offering. The company had been considering an IPO in the United States or Hong Kong but its founder and CEO Zhang Yiming changed his mind after meeting with China’s cyberspace and security regulators who reportedly told him to focus on data-security risks and other issues. Biden Executive Order Promotes Net Neutrality, Competition

President Joe Biden signed an executive order with 72 proposals and actions for a “whole-of-government effort to promote competition in the American economy.” Among them, President Biden encourages the FCC to restore net neutrality rules undone by former President Donald Trump, to “consider limiting early termination fees and prevent Internet service providers from making deals with landlords that limit tenant choices,” and to revive the President Barack Obama era Broadband Nutrition Label and its better price transparency. Less Than One-Third of iOS Users Opt In to Tracking by Apps

Since Apple began requiring apps to get user permission to track them, Branch Metrics found that less than 33 percent of iOS users opted in. Ad prices aimed at iOS users have fallen and those aimed at Android users have risen, which the digital ad community warned Apple about. Now, ad buyers are deploying iOS ad spending in less targeted ways and the lack of user data also reduces the efficacy of Facebook’s ad-targeting tools.
