NAB Calls for FCC to Revisit Streaming Video Platform Rules

The National Association of Broadcasters has renewed its call to have the Federal Communications Commission re-classify over-the-top video providers as multichannel video programming distributors (MVPDs), with the same fees and obligations levied at broadcast and cable networks. The FCC has been chewing over what to do about OTT and OVD (online video distributors) since 2014, when it “tentatively concluded” that an MVPD must control both the the transmission path and content to fall under FCC purview. Thus streamers have avoided rules and payments in the interest of promoting competition as former market leaders have fallen behind. YouTube Tops Nielsen Gauge for First Time, Pluto Breaks Out

Streaming broke another all-time record in September, claiming 36.9 percent of total television usage. YouTube captured an 8 percent streaming share, enough to make it the No. 1 most-watched service, a first for the Google-owned platform, according to Nielsen’s monthly media snapshot “The Gauge.” Broadcast’s share also grew in September, climbing to 24.2 percent, while cable dropped to 33.8 percent. Total television usage increased 2.4 percent over August, with Nielsen citing the return of football as the rising tide that lifted all boats in in September, “as it provided new content across broadcast, cable and streaming.” Meanwhile, Pluto TV made a splash entering the rankings for the first time. SVOD Apps and Virtual MVPDs Continue to Gain Momentum

Leading subscription video apps such as Netflix and Hulu generated a total of $781 million last year as streaming video continues its rise. According to app intelligence firm Sensor Tower, U.S. consumers spent about $329 million during Q3 2018 on the top 10 SVOD apps available via Google Play and Apple’s App Store. That figure represents a 15 percent jump over Q1. While Netflix and Hulu continue their growth, live-streaming TV services are also gaining traction. NBCUniversal Snags Mobile Rights to ‘Sunday Night Football’

NBCUniversal inked a deal with NFL for the rights to stream “Sunday Night Football” to mobile phones, beginning in 2018 and including Super Bowl LII on February 4. The media titan, which will stream the games through its “TV Everywhere” mobile phone offering, has been streaming “Sunday Night Football” to various platforms since 2008, but this is the first time it will be able to stream the No. 1 primetime TV show on all digital platforms. CBS Bets on Digital, Expanding All Access Streaming Service

CBS is assertively growing its digital operations, with an expansion of its CBS All Access streaming service to global territories and the planned launch of a digital sports network in the U.S. later this year. By doing so, the company is following the money: Q2 results this year showed unexpectedly high sales and earnings, boosted by streaming subscription services and college sports. CBS All Access, available in the U.S. for $5.99 per month, is scheduled to launch in Canada in early 2018 and other international markets soon after. HBO Now Service Has More Than 2 Million Subscribers in U.S.

During a conference call yesterday with analysts detailing HBO’s strong 2016 earnings, Time Warner CEO Jeff Bewkes announced that the cable network’s standalone streaming service HBO Now, which launched in April 2015, has officially surpassed the 2 million domestic subscriber mark. “Wall Street has been keenly attuned to the pace of subscriber growth for HBO Now as a bellwether of how major media giants will evolve their businesses in the digital era,” reports Variety. The service is vital to Time Warner since “HBO is in the midst of carriage renewal deals with major MVPDs, including the two largest cable operators, Comcast and Charter Communications.” Time Warner is also looking to merge with AT&T, parent of DirecTV. ABC Offers its New Shows for Streaming via Digital Platforms

ABC announced yesterday that it plans to offer all episodes of new series and some returning shows to authenticated viewers for streaming on its digital platforms, including the ABC TV Everywhere app and ABC.com. In addition, consumers without a pay-TV sub will have access to a rolling five of recent episodes, most of which will also be available on Hulu. “Designated Survivor,” “Conviction,” “American Housewife” — and a few returning series like “Quantico” — are among the series that will be available as full seasons. Digital Hollywood: Platforms Battle to Dominate TV Viewership

A group of industry experts gathered to determine what platform(s) would be the ultimate TV winner. OTT, over-the-air broadcast, cross-platform, multiscreen experience, set-top boxes, mobile devices and consoles were all fair game for conversation. Among the more interesting pronouncements were that set-top boxes are on their way out (although it may take some time), that the proliferation of apps begs for aggregation, and that the lowly antenna is regarded as a miracle device by millennials. Moonves Indicates Showtime Plans to Offer Streaming Service

Following HBO’s announcement that its new HBO Now streaming service will initially be available via Apple products in April, CBS President and CEO Les Moonves told an investor conference this week that Showtime would introduce its own standalone streaming service “in the not-too-distant future.” Speaking Wednesday in Palm Beach, Florida, Moonves noted that negotiations are currently underway with digital distributors and MVPDs.
