Euro Parliament Toughens Stance on Surveillance Advertising

The European Parliament has added amendments to the EU’s proposed Digital Services Act that will further strengthen consumer protections and make it more difficult for Big Tech to continue tactics for surveillance advertising and microtargeting. The new amendments, advanced at a plenary session last week, are significant in part because they apply to digital services more broadly than the original DSA, which targets “gatekeeper” companies like Google and Facebook. Parliament had already endorsed a full ban on the profiling of minors as well as limiting the use of special category data for ad serving. Microtargeting Is Under the Microscope for Weaponizing Ads

The U.K.’s Institute of Practitioners in Advertising called for a moratorium on political microtargeting, deeming it “weaponized ad technology.” That’s the practice whereby brands and advertisers can select who gets a Facebook ad based on specific data including location, interests and even political opinions. Now, in the U.S. and Europe, advertising executives, researchers and government officials are scrutinizing the practice, saying it can be used to manipulate voters and polarize the electorate. Testifying before Congress, Facebook chief executive Mark Zuckerberg listed all the ways his company has erred, from fake news to hate speech and data privacy — and then apologized for not taking “a broad enough view of our responsibility.” He isn’t the only Silicon Valley leader to take stock of the state of the Internet and worry about its future. Satellite Providers Pair Up to Provide Targeted Political Ads

Political ads are about to get much more personal. Dish Network and DirecTV are coming together to offer microtargeted advertising spots for politicians hoping to reach specific audiences with specific messages during campaigns. Audiences will be identified all the way down to the individual household, and political advertisers will pay big money to reach those households with tailored messages. “Addressable advertising” will start small, but likely have a big impact on the industry.
