WikiLeaks Releases IP Chapter of Trans-Pacific Partnership

WikiLeaks has released what it says is the complete intellectual property chapter of the Trans-Pacific Partnership (TPP) trade deal. With its release, some digital rights activists say their worst fears have been realized. They’re referring to one portion that says any of the 12 signatory countries can curtail legal proceedings to tamp down the public spread of embarrassing information, and a legal action from any signatory can force all signatories to block any online content/website rules to be infringing copyright. Qualcomm to Challenge Intel in Growing Server Chip Market

Qualcomm, which dominates the mobile phone chip market, is preparing to launch a new chip containing 24 processing cores, designed for server computers that run corporate networks and are the backbone of the Internet. Up until now, Intel has been the leader in that arena, but Qualcomm, slated to report its first annual decline since 2009, is eager to seek out new areas of growth and believes that providing an alternative chip to the operators of data centers could be worth $15 billion by 2020. Rightscorp Signs Sony as Client, Continues to Combat Piracy

Rightscorp, a company that goes after people who illegally download songs, has just signed Sony/ATV Music Publishing as a client. The signing is a coup for the company, which despite having signed a few big clients, has been struggling on the verge of bankruptcy. In addition to Sony/ATV, Rightscorp also counts BMG and Warner Bros. among its clients. The company process is to scan the Internet for illegal downloads, using its proprietary algorithm to gather IP addresses, and then threaten those users with legal action. YouTube Readies New Ad-Free Service for Monthly Subscription

Google-owned YouTube is reportedly readying the launch of its much anticipated online subscription service. Sources indicate a launch is likely by the end of October. Two offerings are expected: an updated version of its Music Key service (previously launched in beta) and a new service that offers access to all YouTube content without ads. Earlier reports suggest the bundled offering would be available for $10 per month. While YouTube has hinted in the past about an upcoming subscription service, it has yet to unveil firm plans or a timeline. 21 Bitcoin Computer Enables Machine-to-Machine Payments

When Andreessen Horowitz established Bitcoin startup 21 Inc., the goal was to turning Bitcoin into an Internet protocol or common language between connected devices, enabling machine-to-machine payments. The company just unveiled its first product and first step on the path to that end. The 21 Bitcoin Computer, which will go on sale Monday for $400 and ship in November, is aimed at developers, not consumers, and offers the Bitcoin protocol as a feature of its Linux-based operating system. Simple.tv Plans to Debut ShowDrive Cloud DVR at Next CES

Simple.tv — the company that has been trying to reinvent the DVR since 2012 — is about to launch ShowDrive, which allows users to record and playback up to 1,000 hours of TV programming from the cloud to Internet-connected TVs, streaming devices and mobile phones. Unlike Aereo, whose live TV and time-shifted TV DVR was killed by a Supreme Court ruling that it didn’t substantially differ from a cable operator, Simple.tv’s technology is based on technology that has standing in past legal cases. As hotels in the U.S. continue to offer faster Internet connections, an increasing number of guests are more inclined to stream video content via popular services such as Netflix, Amazon and Hulu than opt for in-house video-on-demand. As a result, hotels are beginning to experience a significant decline in VOD use. Some have recently cut their adult-themed VOD content, and may eventually do the same with other on-demand offerings. UPS and CloudDDM Experiment with New 3D Printing Service

Atlanta-based United Parcel Service recently rolled out 100 industrial 3D printers at its hub in Louisville, Kentucky. UPS is testing whether 3D printing centers could impact supply chains and its transportation business — or prove advantageous for a new local production and delivery market. The company is proceeding cautiously; it does not want to see 3D printing cause a similar disruption to how the Internet undercut overnight document deliveries. Lawsuit Claims Streaming Tax on Digital Entertainment is Illegal

Chicago recently extended its 9 percent “amusement” tax — originally intended primarily for live shows and sporting events — to include an array of online services. Now, subscribers to streaming services such as Netflix, Xbox Live and Spotify are fighting back with a lawsuit that contends taxing such digital entertainment should be ruled illegal. The policy challenge in Chicago could prove significant to the larger media industry since its outcome could possibly shape how cities and states could tax parts of the Internet economy in the future. DARPA’s Brandeis Project Focuses on Technologies for Privacy

At a three-day DARPA conference, the agency highlighted Brandeis, a project to develop technology with plans to protect individual privacy. The move is a 180-degree turn from the post September 11 focus on Total Information Awareness, a program that developed digital surveillance. DARPA has already selected the companies and universities joining the program, among them SRI International and Stealth Software. Disney COO Defends the Programming Bundle as TV Evolves

In the wake of pay TV subscriber losses and a falloff in content stocks, industry news has recently focused on the impact of the Internet, mobile apps and streaming services on traditional television. Disney chief operating officer Tom Staggs, who most analysts believe will be the successor to CEO Bob Iger, defended the future of ESPN and the programming bundle at an industry conference in Beverly Hills on Thursday. Staggs also suggested that Wall Street had overreacted to recent changes in the business and should not be so quick to dismiss the current model.
