Right to Be Forgotten Case Could Affect Borderless Internet

In early 2019, the European Union’s highest court will likely rule on a dispute between Google and French regulators on the right to be forgotten. In 2015, French regulators ordered Google to respect this right on all its sites worldwide — in other words, not just google.fr but also google.com. Google’s argument (and that of many other tech companies) is that this “right” not only menaces free speech but is an onus for private companies, encroaches on sovereignty and creates a range of other risks. California Restores Net Neutrality Rules, Justice Dept. Sues

California Governor Jerry Brown signed a law restoring net neutrality rules that the Trump administration had repealed. The law prevents broadband and wireless companies from blocking or throttling access to Internet content or charging for faster speeds to favor one website over another. Instagram Announces Adam Mosseri to Serve as New Boss

One week following the sudden departure of Instagram co-founders Kevin Systrom and Mike Krieger, it was announced that the new “Head of Instagram” will be Adam Mosseri, the company’s current VP of product — and a former senior exec at Facebook where he was responsible for managing the platform’s News Feed. Systrom and Krieger resigned unexpectedly six years after selling Instagram to Facebook for $1 billion. The co-founders were reportedly frustrated by Facebook CEO Mark Zuckerberg’s increased control over the popular photo- and video-sharing service. Pew Research Reveals Plateau in Broadband, Social Media

A recent Pew Research Center study revealed that the number of Americans who go online, use social media or own a smartphone/tablet has been stable since 2016. This plateau comes after many years of rapid growth. Pew Research also found significant numbers of non-users of these technologies, who are stymied by financial hardship, living in a rural area without services or disabilities that prevent full use of devices. SoCal Cities Buck FCC to Create Regional Internet Network

Sixteen cities in Southern California’s South Bay have teamed up to provide cheaper Internet service to their 1.1 million residents. Their effort goes against a common belief that regional collaborations are unlikely to succeed because cities are busy, strapped for resources and competitive. It also irks the FCC, which believes that private companies are doing a great job of delivering Internet at low prices to everyone in America. Tech Execs Address Concerns About Data Privacy Regulation

In a hearing on Wednesday, lawmakers on both sides of the aisle agreed on the need for legislating privacy for online users, but not everyone is on the same page as to what such laws should cover. Amazon and Google executives, whose companies depend on user data for revenue, warned that some kinds of regulation could have the unintended consequence of limiting the services they’re able to provide. Instagram Co-Founders Transitioning From Leaders to Users

Kevin Systrom and Mike Krieger, who co-founded Instagram in 2010 and sold the app to Facebook two years later for $1 billion, announced in a blog post that they would be leaving the company. The two men were responsible for shaping the culture and products of Instagram — Systrom serving as CEO and product visionary, and CTO Krieger actively running the engineering team. Sirius to Acquire Pandora Media in $3.5 Billion All-Stock Deal

Satellite radio giant SiriusXM is acquiring online music service Pandora Media in a $3.5 billion all-stock deal. The deal should help John Malone’s SiriusXM reach beyond its current audience that most commonly listens while driving, and better compete with Spotify. The satellite radio operator paid $480 million last year for a 19 percent stake in Pandora when it started losing subscribers to streaming services. Billionaire Malone has been expanding his radio empire; in addition to the Pandora deal, his Liberty Media has expressed interest in iHeartMedia. Disney Tops a Million Subscribers for Streaming ESPN Service

Disney announced that its new ESPN+ streaming-only service, which launched five months ago in April, has already reached the milestone of more than one million paying subscribers. While it does not carry live streams from ESPN’s television channels, the $4.99-per-month streaming service offers original studio programming and sports content including MLB and NHL games, college football and international soccer matches, in addition to Top Rank Boxing and UFC mixed martial arts. Instagram Unveils Explore Shopping Tab, Stickers for Stories

Instagram plans to debut a standalone Shopping app, a move that could rival Pinterest and Wish. Ahead of the move, it is adding a shopping tab to the Explore page, which will allow users to look through a dedicated feed of merchandise from a wide range of vendors. Those sellers will be able to add stickers to their Stories for the first time, letting consumers shop from the Stories feed by tapping on the product. Charter Plans 10Gbps Wired Broadband, But Will Need Time

While AT&T, T-Mobile and Verizon are preparing to roll out their 5G wireless services, Charter has plans to introduce fast wired broadband with an option of offering its own 5G wireless service. However, deployment of the wired service is expected to take some time. Charter chief executive Tom Rutledge shared the company’s plans on CNBC after appearing at the Goldman Sachs Communacopia Brokers Conference. His remarks expand on chief financial officer Chris Winfrey’s earlier statement that his company’s wired service can outperform 5G. California Passes Security Bill to Regulate Connected Devices

The California State Legislature recently passed a bill called “Information Privacy: Connected Devices” that creates regulations for IoT devices sold in the United States. SB-327, which applies to all devices that connect to the Internet and include an Internet Protocol or Bluetooth address, would require that security audits be conducted on components purchased overseas. The bill is the first of its kind in the U.S. and has been forwarded to Governor Jerry Brown for his signature. While some have criticized the bill for not being specific or thorough enough, it could place pressure on manufacturers to offer better device-level protection against cyberattacks. Nielsen Updates its Social Ratings to Measure Owned Content

Nielsen’s Social Content Ratings service — which measures the impact of television programming across social platforms Facebook, Instagram and Twitter — has been updated to include Owned Content Performance for helping television networks better understand social impact and optimize social strategies. During August, Nielsen examined more than 142,000 TV-related posts and tweets from accounts owned by or affiliated with networks, programs and talent handles, and discovered that images and video outperformed text in terms of engagement. FTC Ponders New Antitrust, Consumer Protection Regulations

The Federal Trade Commission has begun a series of 15 to 20 hearings scheduled over the next few months to address whether companies based on new technologies should spur changes in its competition and consumer protection policies. FTC chair Joseph Simmons noted that the “broad antitrust consensus” in existence for 25 years is now being challenged, and that he will approach the topic with an open mind. The Justice Department may also start investigations into whether Google and other social media sites are biased against conservative voices. Zuckerberg Details Facebook’s Steps Against Election Attacks

Facebook chief executive Mark Zuckerberg published a 3,300-word blog post listing steps the company has taken to make the platform safer from election interference. He said that, although the company wasn’t prepared in 2016, it has developed “sophisticated systems” and that it is “better prepared for these kinds of attacks” in worldwide elections. The company is facing its first test in Brazil’s upcoming presidential election. Zuckerberg said he will also publish in-depth reports on how the company is facing its challenges.
