Proposed Legislation Would Weaken Shields for Social Media

The Justice Department sent Congress draft legislation to weaken Section 230 of the Communications Decency Act, leaving Facebook, YouTube and other social media platforms vulnerable to legal action for content posted by users. The proposed changes would create liability for platforms that allow “known criminal content” to remain once they are aware of it. President Trump claims that social media companies are biased against conservatives. The platforms have not been protected against some civil suits. Social Media Platforms Struggle to Subdue Conspiracy Groups

Facebook vowed to stop QAnon, a conspiracy theory group claiming that a satanic cult, led by Democratic politicians and entertainers, engages in trafficking of children and cannibalism. Instead, QAnon’s Facebook group has grown by hundreds of new followers, as have the Facebook pages of a violent militia movement. More disturbing is that a study showed Facebook’s own recommendation engine drove users towards these groups. Government Considering Lawsuits Against Facebook, Google

According to sources, the Federal Trade Commission — after investigating concerns about Facebook’s efforts to stifle competition — may be readying an antitrust lawsuit by the end of the year. The same sources said, however, that the FTC doesn’t always bring a case after making preparations to do so and that no final decision has been made. Meanwhile, a bipartisan group of senators has put Google in the crosshairs regarding its dominance in the chain of technologies connecting digital publishers with advertisers. Ex-Facebook Scientist Reveals Slow Action on Fake Accounts

A recently fired Facebook data scientist, Sophie Zhang, sent a 6,600-word memo giving specific examples of how the social media company ignored or was slow to act on solid information on fake accounts undermining global politics and elections. That included her proof that, in Azerbaijan and Honduras, government leaders and political parties used fake accounts to shift public opinion. She found similar evidence of coordinated campaigns to impact candidates or elections in Bolivia, Brazil, Ecuador, India, Spain and Ukraine. Apple Reveals a Number of Changes to Its App Store Rules

In response to complaints from developers, Apple tweaked rules surrounding in-app purchases for iPhone and iPad games that stream directly from the Internet. The company is not changing the 15 to 30 percent fees for app downloads, in-app purchases and subscriptions — a major bone of contention for many developers — but is applying the fees to fewer situations. This change and several others, however, does not impact the existing legal battle between Apple and Epic Games, and Epic chief executive Tim Sweeney criticized Apple’s latest move. Social Media Platforms Prep for Flood of False Election Info

As the 2020 U.S. presidential election looms, social media platforms are launching strategies to combat false claims and misinformation. Internet companies anticipate a tsunami of this type of content in the lead-up to the election. Google, for example, said it would block some autocomplete search suggestions in an effort to combat misinformation, and Twitter said it would more aggressively label or remove tweets that undermine confidence in the election or promote disputed information. Twitter and Facebook plan to ban new political ads the week leading up to the election. Facebook, meanwhile, is also working to prevent climate misinformation. Huawei to Sell Phones with Its Own OS and App Ecosystem

Next year, Huawei Technologies will begin to sell phones running its own operating system, HarmonyOS, and app ecosystem. After the Trump administration limited the Chinese company’s access to U.S.-originated components and chips built with U.S. technology, Huawei was cut off from all Google software. Nonetheless, in Q2, its phones were top sellers, beating out Samsung and Apple, mainly due to strong domestic sales. China Presents Global Security Initiative to Counter U.S. Plan

Chinese foreign minister Wang Yi debuted an initiative to create standards for global data security, one month after the U.S. introduced the “Clean Network” program to protect data from “malign actors, such as the Chinese Communist Party.” U.S.-China relations have been deteriorating over trade issues and U.S. claims that Chinese technology threatens U.S. national security. Epic Games and Apple Continue Heated Feud Over App Fees

The battle between Apple and Epic Games over the former’s commission fees for games sold in its App Store has heated up. Apple and Google both tossed Epic Games’ “Fortnite” from their app stores after Epic debuted an in-app payment system that prevented both companies from reaping 30 percent of customers’ spending. Epic Games filed a lawsuit, and Apple just filed a countersuit, accusing the software developer of “duplicity and greed” and asking a judge for punitive damages. Internet Firms Battle Government’s Plan to Limit Section 230

The Internet Association, representing Amazon, Facebook, Google and others, urged the Federal Communications Commission to reject the Trump administration’s effort to limit Section 230 of the 1996 Communications Decency Act, which shields social media companies from liability for content posted by users. The IA said the effort is “misguided, lacks grounding in law, and poses serious public policy concerns.” The Consumer Technology Association agreed, saying new rules would “make compliance all but impossible.” Yesterday, Senate Republicans introduced legislation that would hold social platforms more responsible for content. Google Brings Personalization Features to Your News Update

Google is adding new features to Your News Update, its news aggregation service, to personalize 90-minute news feeds from each user’s preferred sources. The goal is to create a seamless listening experience akin to a customized song playlist. Each news playlist, similar to those on public radio, will begin with short clips about the major headlines moving into longer stories. The end product, available only in the U.S., will compile radio, podcast clips and text-to-speech translations tailored to the individual user. Australia’s Draft Law Bids Facebook, Google to Pay for News

The Australian Competition and Consumer Commission is drafting a bill that would require Facebook and Google to negotiate with media publishers and pay for content that appears on their sites. Facebook has responded by threatening to block users and news organizations from sharing local and international news stories on its site. Google, which said its free service would be “at risk,” stated that the law would give media companies “special treatment” that would allow them to make demands that would be difficult to meet. FAA Greenlights Amazon’s Plan to Develop a Fleet of Drones

The Federal Aviation Administration (FAA) just approved Amazon’s plan to create a fleet of drones. The e-commerce company will still need to jump through some hoops before beginning limited tests of package delivery to U.S. customers. Amazon also has testing sites in Austria, Canada, the United Kingdom and other international locations but can only perform tests in the UK and U.S. Before drone delivery becomes widespread, the FAA must complete rules for remote identification and for letting drones fly above populated areas. Apple Privacy Controls Are Likely to Impact Digital Publishers

Apple is upgrading its operating system with privacy controls that reportedly have some advertisers worried. Set to debut in the fall, Apple’s iOS 14 will require apps to ask its users if they want their Internet activity tracked. Many digital publishers are concerned that most users will opt out, which would prevent them from personalizing ads and thus result in a slump in revenue. Facebook has spoken out, pointing out that it will no longer be able to collect a users’ advertising identifiers (IDFA) without their permission. Antitrust Officials Focus on Google’s Advertising Ecosystem

In its antitrust investigation of Google, the U.S. Department of Justice and state attorneys general are looking at whether the Big Tech company engages in “tying,” a practice of bundling products together with the aim of blocking competition. According to sources, the government officials have questioned executives at competing companies about Google’s Network, the division that sells end-to-end digital advertising services, and whether it offers advertisers enticing terms to buy into its complete ecosystem.
