At the FCC’s “Protecting and Promoting the Open Internet” proceeding on Friday, AT&T said it will lower its Internet prices if the FCC allows Internet service providers to charge websites such as Netflix for faster delivery of content. In the wake of a court decision vacating the FCC’s net neutrality rules against charging for preferential treatment, the Commission opened a proceeding with hopes of writing new rules that achieve similar goals. AT&T is asking for rules that explicitly allow ISPs to charge for special access.

Samsung announced details regarding its 2014 lineup of Ultra HDTVs and a new 4K video collection. The entry level U8550 flat panel line, starting at $2,500 for the 50-inch model, will launch this month with a 55-inch set and four other sizes in May. The curved U8700 series is expected by late spring in 55-inch and 65-inch screen sizes. And the flagship line, the U9000 curved sets with proprietary Auto Depth Enhancer, will be available in 55-, 65- and 75-inch models, priced at $4,000, $5,000, and $8,000 respectively. At the Mobile World Congress in Barcelona this week, Qualcomm demonstrated the next generation of 4G LTE, called LTE Advanced Category 6, which produces download speeds of 300Mpbs. This technology will be integrated into Qualcomm’s Snapdragon 805 processor, which will be used in next-gen Android tablets. The technology is already being used for networks in South Korea, mainly due to interest from broadcasters who want to use it for delivering 4K TV. BitTorrent Live was launched for the desktop in beta last year, offering a free peer-to-peer solution for broadcasting and streaming live video, as opposed to using a single company’s servers to record video and share with viewers. Now BitTorrent says users will be able to stream live video via smartphones with a mobile app it plans to launch later this year. However, the company has yet to reveal specific platforms or whether it will allow for broadcasting, merely viewing, or both. Apple is quietly building new networks, part of an expanded Internet infrastructure capable of delivering large amounts of content to customers, while providing Apple with more control over distributing its online offerings. It will also lay the groundwork for handling more traffic should the company decide to move deeper into television. Radio Search Engine, a new venture by entrepreneur Michael Robertson, allows just that. The site indexes around 40,000 radio stations in real-time and allows users to tune in from the Web. Video processing company Folded Space announced its deep color content encoding (DCE) and decoding algorithms, which are now available for new HD and Ultra HD displays. The algorithms allow these newest displays to show off more vibrant colors captured by HDR cameras. DCE is a much more efficient process than other similar methods that use a lot of bandwidth, and Folded Space intends to license the encoding algorithm to software partners. The U.S. Court of Appeals for the District of Columbia has struck down segments of the FCC’s Open Internet rules. Ruling on Verizon v. FCC yesterday, the court has determined that the Federal Communications Commission does not have the power to require Internet service providers to treat all traffic equally. Ultra high-definition TV prices are plummeting as more models enter the market, and many of those models will be revealed at CES in Las Vegas this week. When Ultra HDTVs first entered the market, prices ranged from $9,000 to $25,000, yielding little interest from most consumers. Now, many of them have seen prices slashed to just a couple thousand dollars, and those price reductions — combined with more options in the market — are drawing the attention of potential buyers. Florida-based Redstone is claiming that it can deliver fast, gigabit wireless Internet access that will be cheap, fast and revolutionary. Using technology developed for the military and NASA, the company claims its single wireless switch can deliver Internet connectivity with a three-mile radius, which may soon make it possible to provide connectivity to entire cities. The FCC’s new chairman, Tom Wheeler, spoke on Monday about usage-based pricing for Internet bandwidth, which has been strongly debated among public interest groups. Wheeler expressed his support for remaining steady with current Net neutrality rules. During a Q&A session at Ohio State University, he also suggested the marketplace should be allowed to “evolve” before coming to an ultimatum about whether providers should charge consumers based on bandwidth usage. Globalstar may get the FCC’s permission to convert its satellite spectrum into a private Wi-Fi network. On Friday, the FCC began its review of the satellite company’s Wi-Fi proposal. If the plan is approved, Globalstar would be able to sell its assets to companies like Amazon that need bandwidth without 4G mobile broadband capabilities. Sprint is bulking up with an enhanced LTE, promising “unprecedented speeds” for its mobile subscribers. The company announced the new 4G service Spark this week, as well as two new LTE networks, which offer a vast improvement upon current speeds. In a lab test, Sprint showed off an LTE link with 1Gbps, promising speeds would continue to go up. Vice Media worked with Madonna to release a “Bundle” through BitTorrent called “Art for Freedom.” In a period of less than three weeks, the Bundle experienced more than 1.2 million downloads. The Bundle includes the 17-minute film “secretprojectrevolution” that Madonna co-directed with Steven Klein, in addition to special bonus features.
